About this file
This document is a Questions and Answers (Q&A) log containing 60 industry inquiries and contracting officer responses for RFQ Solicitation No. W912LR26QA042, issued by the U.S. Army Corps of Engineers (USACE) for the supply and installation of four prefabricated modular office units at PRARNG Camp Santiago in Salinas, Puerto Rico. Questions were received from August 19 through September 8, 2026, with responses posted between August 27 and September 8, 2026.
The solicitation requires contractors to deliver, install, and set up four modular office trailers (approximately 24' x 72' to 24' x 80' each) as a complete turnkey project on an existing concrete pad at Warrior Plaza. Contractor responsibilities include site coordination, delivery via FOB Destination to Camp Santiago, offloading and maneuvering units, blocking, leveling, seaming multi-wide sections together, and anchoring units to withstand 140 mph wind loads using concrete expansion anchors. The contractor must supply all anchoring materials and coordinate with Base Security for access through the Main Gate (13' vertical clearance, 10' width per lane). The Government is responsible for final electrical connections, site clearance of existing features (planters, trees, light pole, seat wall), concrete pad evaluation, and external utility line routing. Key product specifications include a coastal/marine corrosion-resistant package with treated HVAC coils, impact-rated windows (vinyl or alternative materials acceptable if wind-rated), 1/2-inch stainless steel exterior security bars, a 100-amp main distribution panel per trailer, eight data conduit drops per trailer with 1-inch minimum diameter conduit terminating above suspended ceiling, manufacturer-standard wall assembly for the hot-humid climate, and open-concept interior layout with allowable structural support columns. No plumbing fixtures or connections are required. The 145-calendar-day performance period begins at award, with a 110-calendar-day fabrication/delivery/installation period commencing after Notice to Proceed issuance. Phased delivery and acceptance of individual units are permitted with invoicing after Government inspection and acceptance of each trailer. No local municipal permits are anticipated, though contractors must coordinate with Base Fire Department if on-site welding occurs. Site visits were not contemplated prior to quotation due date, and contractors are solely responsible for property security and protection until Government acceptance.

1 19-Aug Can you please clarify what installation is required by the quoter.
The contractor is responsible for a complete "turnkey" delivery, placement, and setting up of the four (4) modular office trailers onto the existing concrete pad at Warrior Plaza, Camp Santiago (as shown in the provided attachments.
Specifically, the quoter must:
• Coordinate Site Logistics: Deliver, offload, and maneuver the units onto the designated concrete pad within the Warrior Plaza fenced area.
• Assemble & Seal: Properly align, block, level, and seam the multi-wide units together to create a single, continuous, weather-tight structure.
• Secure & Anchor: Securely anchor the units directly to the concrete pad to withstand the required 140 mph wind load (SOW 4.2). Quoters should refer to the CAD layout for exact footprint dimensions.
UPDATE 3 SEP 2026: Removed references to utility connections.
27-Aug C SOW Section 5.1
2 19-Aug Do we have to block, level, anchor & Seam the trailers? Yes. The contractor is fully responsible for all of these tasks:
• Blocking & Leveling: Must be performed directly on the existing concrete surface at Warrior Plaza. Quoters are responsible for providing all heavy-duty concrete blocks, shims, and leveling jacks.
• Seaming: The contractor must fully seal and seam the modular sections together (both roof, interior walls, and floor joints) to ensure structural integrity and weather-proofing against tropical environment elements.
• Anchoring: Quoters must supply and install concrete expansion anchors/tie-downs. Quoters may inspect the site pictures (Warrior Plaza Pictures.pdf) to evaluate the existing concrete pad conditions for anchoring calculations. All anchors must meet the 140 mph wind-load rating.
27-Aug C SOW Section 5.1
3 19-Aug I see we have to supply the anchors but the complete installation is a little vague I just want to make sure I can quote this correctly.
To ensure accurate pricing, the Government has uploaded two clarifying documents: Technical Exhibit C - Warrior Plaza Pictures.pdf (showing actual site photos) and Technical Exhibit B - Warrior Plaza Site Plan.pdf
(showing the exact concrete pad dimensions and electrical/utility layout).
• Included in the Contractor's Price (Do not exclude):
1. FOB Destination shipping to Warrior Plaza, Camp Santiago, Salinas, PR.
2. Rigging, crane service (if required for offloading/placement), blocking, leveling, and structural seaming.
3. Supply and installation of wind-rated concrete anchors/tie-downs
(minimum 140 mph wind rating).
4. Final connection of the trailers' internal panels/plumbing to the adjacent main utility stubs shown on the CAD drawing.
• EXCLUDED from Contractor's Scope (Government Responsibility):
1. Any structural concrete pad construction or grading (the existing concrete slab shown in the pictures will be used "as-is").
2. Bringing external main power lines to the site (the Government has already run these utility lines to the connection points shown on the CAD drawing).
27-Aug C SOW Section 5.1, 5.1.5
4 26-Aug It seems the jalousie windows that were called out are not readily available would the government accept an alternative?
Yes. While jalousie-style windows are preferred for ventilation, the
Government will accept commonly available commercial alternatives (e.g., horizontal sliding or single-hung windows), provided they meet all physical security, coastal corrosion, and wind-load performance requirements of the
SOW.

Responses and Clarifications to Industry Questions for Request for Quotations (RFQ) Solicitation No. W912LR26QA042
Supply and Installation of Prefabricated Modular Office Units at PRARNG Camp Santiago dated 8 September 2026
5 27-Aug There is one thing that I see was added and would be difficult to do. “Perform Final Utility Connections: Connect the trailers' internal electrical panel and plumbing lines to the existing utility connection stubs located immediately adjacent to/underneath the trailer footprint as identified in the CAD layout. ” Is this something that can be removed? Thank you we find that whoever brings the utilities there should make the final connection so there is no finger pointing and its hard-to-find vendors on the island to do partial work
Clarification Provided. The final utility connection scope is clarified as follows:
1. Final Connection (Government Responsibility): The contractor is not responsible for the final connection from the base power source to the trailer. This will be performed by the Government after acceptance.
2. Acceptance Testing (Contractor Responsibility): To facilitate Government inspection and acceptance, the contractor shall be responsible for providing a temporary, portable emergency generator of sufficient capacity to energize each trailer's electrical system, including lights and HVAC. The contractor shall demonstrate that all systems are operational. Upon successful testing and acceptance, the contractor will disconnect and remove their generator, leaving the trailer's panel ready for the Government's final connection.
4-Sep C SOW Section 5.1.5
6 28-Aug DATA CONDUIT SIZE: What size conduit is required for the
IT/data cabling and is providing the conduit in wall with a junction box to a stubout above the suspended ceiling acceptable?
For each data drop, install a continuous 1-inch minimum diameter conduit from an accessible point above the suspended ceiling down to a standard junction box at the designated wall plate height. Terminate the junction box with the required unloaded keystone faceplate.
4-Sep C SOW Section 4.4
7 28-Aug DATA HARDWARE: Faceplates are considered a termination hardware item. Please expalin the type/brand of facplate you are requesting if our responsibilty.
Provide a standard commercial, unloaded (empty) multi-port keystone wall plate at all locations where the IT conduit terminates. No specific brand is required, but the color should be a standard commercial neutral (e.g., white, ivory, light gray). The Government will furnish and install the actual keystone jacks.
4-Sep C SOW Section 4.4, 5.1.5
8 28-Aug ELECTRICAL AND MDP REQUIREMENTS: Your spec calls for 1 ea. 100 amp MDP per modualr bldg, but this is not typical. Typically there is 1 ea. 100 amp elec panel per modular unit with a 2" conduit to below the finished floor in the crawlspace. One complete bldg will have 2 ea. electric panels that are connected together from the site elec service.
Please clarify why an MDP is required for each modular bldg when this is not a typical install.
Clarification Provided. Each trailer shall include, as a factory-installed or factory-integrated option: a 100 amps Main Distribution Panel (MDP) with a point of connection ready to receive the electrical service line. Each modular unit is independent, self-contained trailer. The design intent requires dedicated service points for each modular unit to interface directly with the Government-provided site electrical service, rather than interconnecting through subpanels across joined sections.
4-Sep Change to SOW SOW Section 4.4
9 28-Aug MODULAR BLDG MAIN FRAME: Are perimeter frames for the modular bldg.s preferred or can outrigger frames be used?
The contractor may use either its standard perimeter frame or outrigger frame design, provided the proposed system is certified by the manufacturer to meet all structural performance, wind-load, and anchoring requirements outlined in the SOW. Submittals must include documentation verifying this compliance.
4-Sep C SOW Section 4.2
10 28-Aug FRAMING MATERIAL:Is wood or metal framing preferred for the roof, floor, and walls? If so does either have to be a special type of treated in any way?
The contractor may propose either wood or metal framing.
- If metal framing is used, it and all associated fasteners must be appropriately treated for a marine environment (e.g., galvanized G60 or G90 steel) as part of the required coastal package.
- If wood framing is used, it must be of a grade and condition suitable to meet the structural performance requirements for the life of the unit in a high-humidity environment.
The contractor's proposal must confirm that the entire proposed assembly is compliant with the coastal/marine package requirement.
4-Sep C SOW Section 4.2, 4.3
11 28-Aug HVAC UNITS:Do the HVAC units need to have treated coils to prevent corrosion from the salt air?
Yes. Per SOW Sections 4.3 and 4.5, the contractor must provide HVAC units that include the manufacturer’s standard coastal treatment package.
This package must feature corrosion-resistant coils. The contractor shall verify in its technical submittal that the proposed HVAC units meet this requirement.
4-Sep C SOW Section 4.3, 4.5
12 28-Aug SECURITY BARS:Please confirm that the security bars for the windows are to go on the exterio side of the windows.
Also can the security bars be shipped loose for onsite installation?
Confirmed. The contractor shall install the 1/2-inch stainless steel security bars on the exterior of the security windows. The bars may be shipped loose and professionally installed on-site to meet the contract requirements.
4-Sep C SOW Section 4.9.3
13 28-Aug WINDOWS:If there is a vinyl framed window that meets the wind zone impact rating as described in the DOR will that be acceptable?
Yes. Commercial heavy-duty, impact-rated vinyl-framed windows that comply with the coastal wind-load ratings (min. 140 mph) and security bar requirements are fully acceptable.
4-Sep C SOW Section 4.9.3, 4.2
14 1-Sep Vapor Control, Interior Paneling and Condensation
Mitigation: We would like to clarify the requirements regarding vapor control, interior paneling, and surface finish.
Our standard prefabricated double-wide office 24’ x 72” units utilize 5/8-inch gypsum interior finish with decorative paper, insulated wall cavities, exterior sheathing (Densglass (a high-performance, fiberglass mat-faced gypsum sheathing), and 29-gauge aluminum siding. This assembly is intended for use in
Puerto Rico’s hot-humid, cooling-dominated climate, with moisture and condensation control addressed through the wall assembly, insulation, air sealing, and mechanical air-conditioning/humidity control.
Our standard prefabricated construction does not necessarily incorporate a separate continuous vapor retarder immediately behind the exterior metal skin. We believe the manufacturer-standard wall assembly provides appropriate moisture and condensation control for the intended application. Please confirm that the standard prefabricated wall assembly and
HVAC humidity-control approach will be accepted in lieu of the specifically described continuous vapor-retarder requirement
Accepted. A manufacturer's standard, warranted wall assembly designed for a hot-humid climate is acceptable. The contractor shall include technical data and explain how their proposed solution meets the Government's intent and requirement. The prescriptive requirements in SOW 4.8.2 are superseded.
4-Sep Change to SOW SOW Section 4.8.2
15 1-Sep Corrosion-Resistant Components: Regarding the corrosion-resistance requirements, our standard prefabricated double-wide office units are manufactured with exterior components and hardware selected for durability and corrosion resistance, including aluminum exterior siding, aluminum window and trim components, stainless-steel door hardware where furnished by the manufacturer, and factory-applied protective finishes.
Because the prefabricated units are factory-manufactured, we do not intend to represent individual components as specifically anodized aluminum, Type 316 stainless steel, or a manufacturer 'coastal/marine package' unless such certification is available from the original manufacturer. We request confirmation that the manufacturer-standard corrosion-resistant materials and protective finishes may be accepted as equivalent for the proposed prefabricated units.
The contractor must provide a trailer that includes a certified coastal/marine package compliant with all material requirements listed in Section 4.3 and
4.9 of the SOW. Technical submittals must include manufacturer's product data sheets or certifications confirming that the window/trim components are anodized aluminum, door hardware is 316 stainless steel (or a certified equivalent marine grade), and fasteners are hot-dip galvanized or stainless steel, as required.
4-Sep Change to SOW SOW Section 4.3
16 1-Sep Exterior Siding / Exterior Finish: Regarding the specified exterior finish, our standard prefabricated double-wide office units utilize a high-rib, 29-gauge aluminum exterior siding system. This is the manufacturer-standard exterior cladding used on this type of prefabricated building and is selected to provide a durable, weather-resistant exterior enclosure.
The proposed siding is not being represented as a Kynar
500/PVDF system, multi-coated baked-enamel system, or fiber-cement panel system unless specifically documented by the manufacturer. We request confirmation that the manufacturer-standard 29-gauge high-rib aluminum siding may be accepted as an equivalent exterior finish for the prefabricated double-wide office option.
The Government's requirement is for a durable, weather-resistant exterior suitable for a coastal environment. A manufacturer's standard commercial-grade aluminum siding (such as 29-gauge high-rib) is an acceptable equivalent to the finishes described in SOW 4.9. The contractor shall include technical data and explain how their proposed solution meets the
Government's intent and requirement.
4-Sep Change to SOW SOW Section 4.9
17 1-Sep Hurricane Shutters / Storm Panels: Hurricane shutters, storm panels (tormenteras), or other removable hurricane-protection systems are not included with the standard prefabricated double-wide office units and are not included in our proposed scope of work. If hurricane shutters or storm panels are required by the project, they must be provided and installed by a third party.
Confirmed. Hurricane shutters or storm panels ("tormenteras") are not a requirement under this SOW and should not be included in quotes. The structural integrity of the trailer and the impact-rating of its components
(windows, doors) must meet the 140-mph wind-load requirement without reliance on external/add-on protection systems.
4-Sep Change to SOW SOW Section 4.2
18 3-Sep HVAC Units: For more details on HVAC coatings [can we clarify] whether the HVAC systems would require coated evaporator and condenser coils, coated cabinets, and dehumidification?
Clarification Provided. As stated in the response to RFI #11, the units must have the manufacturer's standard coastal package, which must include, at minimum, corrosion-resistant treatment on the coils. Coated cabinets are a standard feature of such packages. A dedicated dehumidification function is not required; standard air-conditioning humidity control is sufficient.
4-Sep C SOW Section 4.3, 4.5
19 3-Sep Could you please identify the approved base entry point for the modular units and corresponding gate number that contractors should use for access to the installation?
Information Provided. The primary entry point for all deliveries is the Main
Gate at Camp Santiago. The contractor must coordinate all deliveries with the site POC and Base Security to ensure compliance with installation access procedures.
4-Sep C SOW Section 3.3
20 3-Sep The SOW requires the facility interior to be configured as an open-concept office space containing no interior partitions or wall separations. Our product achieves the open span by removing the interior walls between linked modules, which leaves only the structural support columns in place.
Please confirm that structural support columns within the open-concept area are acceptable and do not constitute interior partitions or wall separations for conformance purposes
Confirmed. Necessary structural support columns required to create the open-concept span are acceptable and do not constitute "interior partitions or wall separations" for the purposes of SOW Section 4.8.
C SOW Section 4.8
21 3-Sep Trailer Configuration and General Requirements
Please confirm whether the Government requires four individual single-wide trailers or whether multi-section/multi-wide modular units are acceptable, provided each completed office unit meets the required overall dimensions and usable floor-area requirements of approximately 24' x 72' through 24' x 80'.
Clarification Provided. Either single-wide or multi-section/multi-wide trailers are acceptable, provided the final, fully assembled unit meets all dimensional and performance requirements of the SOW. However, each trailer unit shall be independent from the other as per layout.

53 3-Sep Delivery and Schedule: Please confirm whether the 145-calendar-day performance period begins on the date of purchase-order award for all units and options exercised at award, with the 110-calendar-day fabrication/delivery/installation period beginning only after the
Government approves the manufacturer's data sheets and issues the Notice to Proceed.
Confirmed. The 145-day total Period of Performance begins at award. The
110-day fabrication/delivery clock starts only after the NTP is issued, as detailed in SOW Section 2.0.

54 8-Sep Exterior wall, paragraphs 4.3 and 4.9. Paragraph 4.3 permits
"fiber-cement, PVC, vinyl, or equivalent high-impact composite exterior siding resistant to rot, warping, and salt spray degradation," while paragraph 4.9 names "heavy-gauge vertical embossed aluminum" or "a high-impact fiber-cement panel system" without an equivalent. If it would be helpful, 4.9 could read, after "fiber-cement panel system," "or equivalent high-impact composite exterior panel system with corrosion-resistant facings rated for a coastal marine environment," which would align it with 4.3 and with the equivalents the
Statement of Work already allows for interior paneling in 4.8.2 and windows in 4.9.3.
Accepted. SOW Section 4.9 is clarified to allow for equivalent materials. Change to SOW SOW 4.9
55 8-Sep Weather-resistive barrier, paragraph 4.9.1. The second sentence describes a barrier "installed over the sheathing" so
"the wall cavity can dry outward." A monolithic, factory-sealed composite panel has no sheathing and no cavity. A sentence such as "Where the exterior wall is a monolithic, factory-sealed panel assembly, the panel assembly itself satisfies this requirement" would remove any doubt, while the first sentence of 4.9.1 would continue to set the corrosion, rot and UV standard for every exterior material.
Accepted. Where a monolithic, factory-sealed panel is proposed and warranted for this climate, it satisfies the WRB requirement.

56 8-Sep The existing slab. Anchoring and leveling are in the contractor's scope and the slab is to be used as is, which we fully accept. If the Government has any record of the slab's thickness, concrete strength, reinforcement or joint layout, or any spot elevations across the placement area, sharing it would let every quoter design the anchorage and the leveling to the same facts rather than to assumptions.

57 8-Sep Existing features on the plaza. Technical Exhibit C shows planters with mature trees, a light pole, and a seat wall on and beside the placement area. Confirmation of whether these remain in place, or will be cleared by the Government before installation, would let quoters plan the crane work and the set sequence the same way.
Confirmed. The Government is responsible for providing a clear site. Any existing features shown in the technical exhibits that interfere with the trailer placement footprints, including but not limited to planters, trees, and seat walls, will be removed by the Government prior to the contractor's mobilization to the site.
C SOW 8.1
58 8-Sep Plumbing. The RFI responses refer to connecting plumbing lines and to water and sewer mains at the site, while Section 4 specifies no plumbing fixtures. We have read the requirement as electrical connection only and would welcome confirmation.
Confirmed. There are no plumbing requirements. All previous references to plumbing may be disregarded.
C SOW 1.1, 5.1.5
59 8-Sep Wind evidence, paragraph 4.2 and Section B. If the
Government is able to confirm that a sealed professional engineer's calculation to ASCE 7 is acceptable evidence of the wind design basis, and whether the 140 mph minimum is intended as an ultimate or a nominal design wind speed, quoters would be able to document the same thing the same way.
Clarification Provided. The Government's requirement is for a standard commercial product that is certified by the manufacturer as meeting the
140-mph nominal design wind speed. Quoters shall submit the manufacturer's standard product literature, compliance statements, or published technical data that verifies this rating. The Government will not direct the specific method of certification (e.g., PE-sealed calculations vs.
factory testing), but the submitted evidence must be the manufacturer's standard commercial documentation for their wind-rated products.
C SOW 4.2
60 8-Sep Please confirm whether exterior lighting is limited to manufacturer-standard exterior sconces or whether specific requirements apply for fixture quantity, lumen output, photocells, switching, emergency lighting, or exterior egress lighting.
Confirmed. The requirement is limited to the manufacturer's standard commercial exterior lighting package. This typically consists of one (1) weather-resistant sconce light fixture adjacent to each entry door. No specific requirements for lumen output, photocells, emergency lighting, or egress lighting are being imposed by the Government.
