4.1 General Description and Dimensions: The Contractor shall furnish four (4) prefabricated commercial office trailers meeting, at minimum, the following performance specifications as manufactured, tested, and installed in accordance with the manufacturer's own published product literature and installation instructions.

4.1.1 The Government is not directing a custom design; the Contractor shall propose its standard commercial product(s) meeting these minimum specifications.

4.1.2 Each trailer shall provide a usable interior floor area ranging between nominally 24 feet by 72 feet

(1,728 square feet) and 24 feet by 80 feet (1,920 square feet) to accommodate standard commercial manufacturing sizes.

4.2 Structural / Wind Performance: Each trailer shall be of the manufacturer's standard product line rated by the manufacturer for a minimum design wind speed of 140 mph, up to and including the manufacturer's standard higher-rated product options (up to approximately 180 mph), consistent with the manufacturer's published compliance statement referencing ASCE 7 or the Caribbean Uniform Building

Code (CUBiC). No Government-directed custom structural engineering or independent third-party certification is required. The contractor shall provide the manufacturer's standard commercial product data, compliance statements, or published technical literature as evidence of the wind-load rating. The specified

140-mph speed is the nominal design wind speed.

4.3 Corrosion Resistance: Given the coastal installation environment, each trailer shall incorporate the manufacturer's standard coastal/marine corrosion-resistant option package, to include (at minimum):

anodized aluminum window and trim components; 316 (or equivalent) marine-grade stainless steel door hardware, hinges, locks, and exterior light fixtures; hot-dip galvanized structural fasteners; and fiber-cement, PVC, vinyl, or equivalent high-impact composite exterior siding resistant to rot, warping, and salt spray degradation.

4.4 Electrical: Each trailer shall include, as a factory-installed or factory-integrated option: a 100 amps Main Distribution Panel (MDP) with a point of connection ready to receive the electrical service line; interior wall conduit run to accommodate Government-installed IT/data cabling, terminating in wall faceplates at designated port locations (cabling and termination hardware are excluded from this requirement and will be installed by the Government; such installation shall not void the manufacturer's product warranty); 120VAC NEMA 5-20 (20-amp) duplex outlets distributed across the interior perimeter; interior ceiling lighting fixtures; and wall-mounted light switches. A minimum of eight (8)

IT/data conduit drops shall be provided, with two drops distributed on each of the four interior walls.

All conduits shall terminate in an accessible, central location above the ceiling grid.

https://www.dvidshub.net/video/872080/iwatch-army-individual-terrorism-awareness-course-90sec https://www.dvidshub.net/video/872374/iwatch-army-dont-bystander-59sec https://www.mepcom.army.mil/Home/Contractors/

4.5 HVAC: Each trailer shall provide a total cooling capacity suitable for the proposed square footage in a high-humidity coastal environment (minimum 5.0 to 6.0 Tons / 60,000 to 72,000 BTU/hr, or higher if required by the manufacturer for a 1,920 square foot unit), via the manufacturer's standard package or split-system product(s), suitable for high-humidity coastal environments.

4.6 Points of Entry: Each trailer shall have two (2) standard entry doors located on the longest side of the unit (i.e., the 72-foot or 80-foot side, facing towards the interior of the complex). Provide commercial security steel metal doors with a vision lite/window (nominally 36” x 80”) with commercial-grade doorknob and key set, or the manufacturer's standard commercial exterior security door assembly of equivalent nominal dimensions, construction, and physical security rating.

4.7 Access / Egress: No aluminum stairs/ramps will be provided under this requirement, as this is part of a follow-on phase. Each entry door shall be manufactured and configured to readily accept standard corrosion-resistant access stairs equipped with safety guardrails (which will be installed by the Government at a later date).

4.8 Interior Configuration: The facility interior shall be configured as an open-concept office space containing no interior partitions or wall separations. Floor finishes shall consist of commercial-grade vinyl tile flooring (e.g., VCT, LVT, or sheet vinyl) suitable for high-traffic environments. The ceiling system shall consist of a standard commercial suspended acoustic ceiling grid (2’ x 2’ or 2’ x 4’) OR the manufacturer's standard pre-finished commercial ceiling panels. Lighting systems shall feature manufacturer-standard interior, flush or surface-mounted, energy-efficient LED fixtures, complemented by exterior building-mounted sconce lights for perimeter illumination.

4.8.1 Thermal Envelope (IECC Climate Zone 1): The building envelope must be thermally optimized for a hot, humid tropical climate (Puerto Rico). Insulation systems shall provide a minimum thermal resistance of R-11 to R-13 for wall frame cavities and R-19 for ceiling and roof assemblies, consistent with standard commercial manufacturer-insulation packages.

4.8.2 Interior Paneling and Condensation Mitigation: To prevent environmental condensation in a high-humidity, cooling-dominated climate (Climate Zone 1), the wall and roof assemblies must address inward moisture drive:

* Vapor and Condensation Control: The wall and roof cavities shall incorporate the manufacturer's standard tropical, coastal, or high-humidity climate package (utilizing vapor retarders, vapor-permeable membranes, or equivalent condensation mitigation techniques) designed to prevent interior moisture buildup.

* Interior Paneling: The interior walls shall be finished with the manufacturer’s standard commercial

Vinyl-Covered Gypsum (VCG) panels (minimum 1/2-inch thickness) or equivalent high-durability, moisture- and mold-resistant pre-finished commercial wall paneling.

* Surface Finish: Any factory-applied interior wall coverings or vinyl finishes must be rated as vapor-permeable or micro-vented to allow breathing within the wall cavity, preventing the entrapment of moisture behind the finish.

4.9 Exterior Finishes: The exterior siding shall consist of commercial-grade, heavy-gauge vertical embossed aluminum featuring a manufacturer-standard, multi-coat baked enamel finish rated for long-term performance in a coastal marine environment, or alternatively, a high-impact fiber-cement panel system or an equivalent high-impact composite exterior panel system rated for a coastal marine environment.

4.9.1 All exterior cladding materials must be explicitly rated to resist salt-fog corrosion, rot, and continuous UV degradation typical of a marine coastal environment. Beneath the siding, the assembly shall incorporate a commercial-grade, high-permeability weather-resistive barrier (WRB) installed over the sheathing; this ensures the wall cavity can dry outward while strictly preventing liquid water intrusion. Where a monolithic, factory-sealed panel assembly is proposed, the panel itself, if warranted by the manufacturer for this climate, satisfies this WRB requirement.

4.9.2 The roofing system shall utilize a fully adhered, manufacturer-standard, single-ply white membrane roofing system. The roof covering must feature a high Solar Reflectance Index (SRI) to significantly reduce solar heat gain in Climate Zone 1. To further eliminate rust risks, all exterior corner trim, drip edges, and window/door flashings shall be fabricated from anodized aluminum or heavy-duty PVC, and all exterior structural fasteners must be hot-dip galvanized or stainless steel

4.9.3 Security Windows: Per the facility layout (See Technical Exhibit A), the Contractor shall provide and install heavy-duty commercial security windows measuring nominally 30 inches wide by 33 to 36 inches high (or the manufacturer's closest standard commercial catalog size). The window assemblies shall feature corrosion-resistant anodized aluminum or impact-rated heavy-duty vinyl frames. To meet physical security requirements, each window shall be reinforced with integrated or professionally field-installed 1/2-inch stainless steel (or heavy-duty corrosion-resistant steel) security bars. Jalousie-style windows are preferred for tropical ventilation; however, the contractor may propose and provide the most commonly available commercial alternative (e.g., horizontal sliding or single-hung) that meets all physical security, environmental, and wind-load requirements of this SOW.

4.10 Anchoring: Each trailer shall be secured using the manufacturer's standard tie-down/anchor system, rated to the wind design capacity of the delivered unit, suitable for installation atop an existing concrete surface.

4.11 Warranty: The Contractor shall provide its standard commercial warranty of a minimum of 12-months from acceptance. The Contractor shall confirm in writing that Government installation of IT/data cabling through the provided conduit, performed in a manner consistent with the manufacturer's published guidance, does not void the manufacturer's warranty.
