About this opportunity
The Immigration and Customs Enforcement (ICE) Health Service Corps (IHSC) is seeking vendors to provide medical equipment for lease and purchase across 18 detention facilities nationwide. This Request for Information (RFI) targets high-quality medical equipment defined as reusable, fixed, or portable devices used for direct patient care that cost $1,000 or more or require maintenance/inspection/calibration. The procurement aims to optimize, streamline, and centralize medical equipment management while ensuring regulatory compliance. Vendors must demonstrate capabilities in equipment leasing, maintenance, recall management, on-site support, training, and disposal services. Key submission requirements include a 15-page response detailing nationwide service coverage, FDA recall tracking, lifecycle management reporting, and comprehensive pricing information, with responses due by March 7, 2025 at 1:00 PM EST and preliminary questions accepted until February 24, 2025.
The solicitation does not currently specify a specific set-aside designation, though small businesses may have opportunities for at least 50% contract performance. The potential contract will serve IHSC facilities that currently provide healthcare to approximately 6,800 detainees, with equipment needs including devices such as dopplers, dental treatment consoles, lab analyzers, hospital beds, and AEDs. While specific award values are not disclosed, the RFI indicates a comprehensive need for medical equipment across multiple detention centers in states including Arizona, Colorado, Florida, Georgia, Louisiana, New Jersey, New York, Texas, Virginia, and Washington. Maintenance requirements will be stringent, with external technicians required to obtain security clearances and background checks, and adhere to federal requirements, Joint Commission standards, and CMS guidelines for preventive maintenance. The lease durations and specific equipment quantities remain to be determined in subsequent solicitation stages.
