About this opportunity
The Department of the Air Force is soliciting proposals for a commercially-available enterprise license subscription to provide Publicly Available Information (PAI) Alerting Services for Department of War enterprise licensing under solicitation FA701426R0008. The solution must leverage publicly available information sources to detect emerging events in near real-time and distribute alerts to users based on user-defined geographic areas and topics of interest through multiple channels including email, API, web-based applications, and mobile platforms. Key requirements include support for up to 3.5 million users, near real-time alert delivery, compliance with data source terms of service, English translation capabilities, low-bandwidth functionality for degraded communications, 24/7 help desk support, and adherence to Privacy Act and DoDD 3115.18 standards. The Government will evaluate proposals using a best value methodology where technical factors are significantly more important than price, employing a six-step process that includes compliance review, technical solution evaluation, live demonstration evaluation via .csv file submissions, product demonstration/oral presentation, price evaluation, and final tradeoff determination. The proposal deadline is May 4, 2026 at 10:00 AM Eastern Time, with the Q&A period having closed as of April 24, 2026, and product demonstrations scheduled within two weeks of proposal submission.
This acquisition is not set-aside for small business concerns and carries a total affordability cap of $321 million for the base period (August 6, 2026 through May 4, 2027) plus four one-year option periods extending through May 4, 2031. No incumbent contractor has been identified in the solicitation materials. Proposals must be submitted in three volumes addressing administrative requirements, technical capabilities, and pricing, with the technical volume including a 25-page narrative, three unedited .csv files demonstrating alert generation capabilities during a 72-hour evaluation window (April 23-25, 2026), and a 60-minute live product demonstration with supporting PowerPoint slides (maximum 45 pages). Offerors must hold prices firm for 180 calendar days from the proposal submission deadline, and the contract will be awarded as a single Firm Fixed Price engagement. The place of performance is Washington, Virginia 20301, USA, with product demonstrations conducted in-person at either Joint Base Andrews, Maryland or Joint Base Anacostia-Bolling, DC.
