About this file
This is a Statement of Objectives (SOO) for a Publicly Available Information (PAI) Alerting Service for Situational Awareness. The Department of War seeks a commercially available enterprise license subscription supporting up to 3.5 million users, with performance projected to begin in August 2026 on a base plus four option year contract. The solution must be a web-based subscription service that leverages publicly available information sources to detect emerging events in near real-time and distribute alerts to users based on defined areas and topics of interest.
The PAI Alerting Service must deliver alerts via multiple channels including email, web-based application, API, and mobile platforms with near real-time distribution capability. Key performance objectives include: certifying compliance with data sources' terms of service; detecting emerging events while incorporating data veracity; scaling to support the full DoW enterprise user base; providing translation capability into English with optional original language viewing; displaying map interfaces with event locations; enabling text and location-based event searches; providing source attribution and references without direct hyperlinking; offering common interest profiles and custom alert filters by location, event type, time, and keywords; complying with Privacy Act, IC Commercially Available Information Policy Framework, and DoDD 3115.18; maintaining safeguards per NIST SP 800-171 and specified DFARS clauses; requiring DoW-specific guidance completion prior to account activation; providing 24/7/365 help desk service; designing for intuitive use with minimal training; delivering comprehensive training support including up to four monthly remote user training sessions and weekly web conference sessions accessible to globally deployed personnel; providing quarterly reports on user base, service performance metrics, API integration utilization, alert delivery statistics, and technical improvements; and offering low-bandwidth capability for degraded communications. The solution must comply with all operating constraints including Privacy Act requirements, IC CAI Policy Framework, DoW and NIST standards, and all data sources' terms of service.

Statement of Objectives
Statement of Objectives (SOO)
For
Publicly Available Information (PAI) Alerting Service for Situational Awareness
I. Purpose. This Statement of Objectives sets forth the objectives for Department of War (DoW)-wide access to a commercially available enterprise license (up to 3.5M users) subscription to a PAI-based alerting solution that has the attributes as described in section V.
II. Scope. The commercially-available license subscription should leverage a variety of publicly available information sources, evaluate content to detect emerging events as they are developing, and push alerts to users based on user-defined areas and topics of interest. The solution must be capable of distributing alerts in near real-time via email, application programming interface (API), web-based application, and mobile platforms. The solution must be available commercially in the marketplace, and able to scale to a DoW enterprise capability, and keep pace with developments and standards within the commercial industry sector.
III. Period and place of performance. The period of performance is projected to begin in August 2026, base plus four (4) option years. This is a web-based subscription service.
IV. Background. The DoW is seeking a commercially-available solution to evaluate publicly available information (PAI) in near real time, to provide the DoW with situational awareness, force protection, indications and warnings, and support for emergency and contingency operations concerning global events.
V. Performance objectives. The PAI Alerting Service shall:
1. Certify in writing compliance with data sources’ terms of service.
2. Detect emerging events in near real-time, incorporating data veracity into methods by which alerts are generated.
3. Scale to support the full operational requirements and user base across all elements of the DoW enterprise.
4. Deliver (push) alerts to users based on user-defined criteria.
5. Send alerts to users via, at a minimum; web-browser user interface, API, Push mode (text message or email), as selected by the user.
6. Achieve comprehensive data coverage across all geographic locations critical to DoW operations by leveraging a wide variety of social media, news, and other publicly available information sources, including the most popular regional social media and news platforms.
7. Provide translation capability for all alerts into English, with the option to view in original language.
8. Display a map interface with event locations.
9. Allow users to search events by text and location.
10. Provide source attribution in alerts and notify the user before they leave the service’s web interface.
11. Provide references to data sources used to generate alerts, without enabling direct hyperlinking.
Statement of Objectives
12. Provide a menu of common interest profiles that automatically set information filters to tailor alerts, based on topics, geographic areas, or urgency of the event.
13. Provide the ability to create custom alert filters based upon location, event type, time, and with user-selected key words.
14. Comply with the Privacy Act, IC Commercially Available Information (CAI) Policy Framework, and DoDD 3115.18, DoD Access to and Use of Publicly Available Information.
15. Ensure safeguards are in place to protect user information, in compliance with National Institute of Standards and Technology (NIST) SP 800-171 and FAR 52.239-1, DFARS 252.204-7009, DFARS 252.2047015, and DFARS 252.239-7010.
16. Direct users to complete any required DoW-specific guidance prior to account activation and prevent access if guidance is not met annually.
17. Provide 24-hour/day, 365-day/year help desk service.
18. Design the service for intuitive use, minimizing required training for basic operations.
19. Provide comprehensive training support for users. The Government may request up to four (4) remote User Training sessions for the onboarding of new users and up to four (4) remote Web Conference User sessions per week, but not less than one (1) of each per month. At least two (2) of the User Training sessions and two (2) of the remote Web Conference sessions per week shall be scheduled to permit attendance by globally deployed personnel.
20. Provide quarterly reports on current userbase with active usage statistics; service performance (e.g., uptime, response times, degradation incidents); API integration utilization (e.g., push notification volume, active integrations); alert delivery statistics; training events; technical improvements, including added PAI sources, technical capabilities, or data enhancements; and other relevant operational metrics to enable ROI assessment and program management.
21. Provide a low-bandwidth capability for degraded communications use.
22. If not already approved, seek DISA approval for mobile app delivery on government devices.
VI. Any operating constraints. As noted in section V, the PAI Alerting Service must comply with the Privacy Act and IC CAI Policy Framework, ensure compliance with DoW and NIST Standards, and ensure that the service complies with all data sources’ terms of service.
