About this opportunity

The United States Space Force, through the Space Acquisition & Integration Office (SAIO), is seeking innovative commercial solutions to enhance Space Domain Awareness (SDA) capabilities through this Commercial Solutions Opening (CSO) authorized under DFARS 212.70. The procurement targets advanced software engineering, data analytics, and innovative technologies that address SDA mission challenges, including detecting and characterizing space domain activities, enhancing data accuracy and timeliness, and supporting emerging SDA missions. The solicitation employs a three-phase evaluation process beginning with Phase I white paper and PowerPoint briefing submissions (including a Quad Chart), followed by an optional Phase II pitch session for selected offerors, and concluding with Phase III full proposal submissions for those invited to continue. Evaluation criteria focus on technical merit, alignment with mission needs and operational priorities, importance to agency programs, and price reasonableness. The Phase I white paper submission deadline was January 20, 2026 at 2:00 PM MST, and as of March 18, 2026, the government has completed initial Phase I evaluations and is notifying participants of their submission status through a staged notification process. The overall CSO solicitation carries a due date of January 23, 2030, indicating this is a five-year mechanism for soliciting innovative SDA solutions.

This acquisition is a 100 percent small business set-aside with a total funding pool of $1.5 million available for multiple awards across the contract period. The procurement is structured as a fixed-price contract under FAR Part 12 and Part 35, with the government reserving the right to award all, some, or none of the proposed solutions based on fund availability. The specific Area of Interest (AOI-2025_01), titled "Advanced SDA Tools for Research and Analytics (ASTRA)," seeks research and development efforts with a 12-month period of performance, targeting Technology Readiness Levels 2-6 for experimental prototyping and R&D activities. The previous related contract was FA2544-20-C-0001, providing continuity from prior SDA acquisition efforts. The place of performance is specified as SFB, Colorado 80912, and potential offerors must register at SAM.gov to access restricted documents and communicate formally with the government, with Contracting Officer Rosalind Davis serving as the primary agency contact.
