About this opportunity
The Department of Veterans Affairs (VA) is soliciting lease proposals for a Community-Based Outpatient Clinic (CBOC) facility in Laughlin, Nevada through General Services Administration (GSA) Request for Lease Proposal (RLP) No. 36C24W25R0107. The Government seeks to lease between 5,500 and 7,882 square feet of contiguous, modern office space with a 20-year term (15 years firm) and termination rights exercisable after the firm term with 90 days' notice. Key requirements include a building with permanent facade materials (stone, marble, brick, stainless steel, or aluminum), 38 reserved, secured, and lit parking spaces at no additional cost, ENERGY STAR certification, compliance with seismic safety standards, and adherence to detailed architectural and design specifications outlined in the Agency Specific Requirements. Proposals will be evaluated based on five factors: space and coverage efficiency, building exterior design, parking layout and flexibility, past performance, and price, with technical factors weighted significantly more important than price. The current proposal due date is May 5, 2026, at 5:00 PM Pacific time, following multiple amendments to the original solicitation issued in November 2025.
This solicitation includes no set-aside designation and does not identify any incumbent contractors. The Government is offering a tenant improvement allowance of $425 per ABOA square foot, and the lease acquisition fee to the authorized broker, DHC Real Estate Services, LLC, shall not exceed $1,500,000. The expected lease commencement date is approximately August 1, 2027. The facility must be located within Laughlin city limits, comply with fire protection and life safety requirements, achieve compliance with applicable wage determination standards for any new construction, and meet comprehensive accessibility and environmental standards. Offerors may propose either existing space or new construction, with new construction proposals subject to additional requirements including detailed construction schedules, fire protection and life safety submittals, and compliance with prevailing wage rates as established by the Department of Labor wage determination for Clark County, Nevada.
