About this opportunity
The Department of Veterans Affairs is soliciting offers for a 20-year warehouse lease in Las Vegas, Nevada under Request for Lease Proposal 36C24W26R0045, with offers due November 30, 2026. No set-aside is used, and no sole-source intent or contract vehicle requirement is stated. Amendment No. 01, posted October 26, 2026, sets a minimum column grid of 50 feet by 52 feet center-to-center and minimum offered-space dimensions of 52 feet wide by 60 feet deep, and the signed and initialed acknowledgement must accompany the initial offer.
The Government seeks contiguous space on a single floor in a defined area of consideration, with a minimum 30-foot clear height, 12 loading docks (10 feet tall, 200 square feet each), and 75 to 90 parking spaces, including five reserved, all secured and lit. Space sizing varies across attachments: the RLP cites 60,000 to 75,700 square feet, the ASR package cites approximately 81,824 RSF, and the lease template cites a minimum of 50,134 ABOA SF. Offerors should reconcile these figures before pricing. The lease term is 20 years with 10 years firm, after which the Government may terminate in whole or in part on 90 days' notice. Planned use includes bulk storage of general commodities, equipment, and prosthetics and medical supplies, with potential hazardous materials.
The lease is fully serviced, with a tenant improvement allowance of $25.00 per ABOA square foot. Pricing goes on GSA Forms 1364WH and 1217, itemizing shell rent, TI rate, BSAC, operating costs, and parking. Security requirements follow FSL Level II (Exhibit C), including lessor-provided video surveillance, intrusion detection monitored by the DHS Mega Center, and building access control systems barred from connecting to federal IT networks. Other compliance items include a fire and life safety evaluation, RP 8 seismic forms A through F, ENERGY STAR certification or equivalent, no asbestos-containing materials, and flood plain avoidance.
Range Partners SD Inc. is VA's authorized broker. Offerors must disclose all commissions and fees on Form 1217, enter broker compensation in block 26.a of Form 1364, and submit a Dual Agency Acknowledgement Statement. The Lease Acquisition Fee may not exceed $1.5 million. Commission value is included in rental consideration and is not evaluated separately.
Six equally weighted factors will be evaluated: space layout and efficiency, site quality and location, parking layout and flexibility, maintenance and service response, past performance, and price. Technical factors are significantly more important than price. Required submittals include SAM registration, proof of financing, proof of signing authority, scaled floor and parking plans, and a construction schedule. Offers are submitted by email to JohnPaul.Niega@va.gov, LeAnne.Jett@va.gov, and Nick@rangesd.com. No incumbent is named. The procurement carries NAICS 531130, Lessors of Miniwarehouses and Self-Storage Units, and PSC X1GZ.
