About this file
This is a self-scoring matrix template for offerors responding to the Radford Army Ammunition Plant (RFAAP) Competition. The matrix is designed to allow offerors to self-evaluate their qualifications across technical evaluation criteria, with a maximum possible score of 1,000 points allocated to technical experience. The technical experience category carries a weight factor of 750 points and evaluates production of chemicals based on volume thresholds, ranging from greater than 30 million pounds (highest scoring tier) down to 1.5-2.99 million pounds (lowest tier at 250 points). Offerors are instructed to update only the yellow cells within the template to input their self-scores and corresponding weighted scores.
This template is being circulated as part of a Request for Feedback (Solicitation W519TC-26-R-0003) from the Department of the Army Materiel Command Contracting Command Rock Island Arsenal to solicit industry comments on revised evaluation criteria for the RFAAP Competition. The feedback request encompasses revised Sections C, L, and M of the RFP, along with Attachments 0019 (Price Matrix), 0035 (Self-Scoring Matrix), and 0036 (Project Reference Template). This is a pre-solicitation notice for informational purposes only with no commitment to award or payment for information provided. Interested parties should submit feedback and questions to Amanda Carlson, Derek Rooks, or Anna Whitcomb via email, with responses strictly voluntary.
