Department of the Air Force Global Strike Command seeks replacement of Substation Alpha Feeder Protection Relays at Building 11912, Dyess Air Force Base, with proposals due September 18, 2026 at 1200 CST and questions due September 8. The procurement is a total small business set-aside under NAICS 811310 with a USD 12,500,000 annual receipt size standard, capping competition to firms meeting that threshold.

Place of performance is Abilene, Texas. The contractor shall install two new GE 850 Feeder Protection Relays (Government-furnished) and wire them to NEC/NETA standards, program them to match existing GE 760 relay settings per Government specifications, test without load, coordinate with the Electrical shop before energizing primary voltage, and commission and test both relays at full base load with witnesses from Electrical, Contracting, and R&O present. The contractor must coordinate any power outages needed for acceptance testing with the Electrical shop. A mandatory site visit is scheduled September 1, 2026 at 1300 CST.

Performance shall not exceed 30 days and is negotiable based on material lead times, commencing within 10 calendar days of receipt. Work is normally scheduled 0700–1600 Monday through Friday, excluding federal holidays, but may occur outside those hours if requested or required. The substation is currently de-energized with unlimited outage window available. The contract is firm fixed-price with PSC J039. Prevailing wage rates apply per General Decision TX20260278, with electrician base rates of $28.44 and fringes of $11.10. Contractor must submit detailed line-item quotes (lump sum unacceptable), material submittals for all deliverables, system schematics, maintenance guidelines, and one-year warranty from Government acceptance. All personnel require security clearances and identification badges. Amendment 0001 extended the due date by three calendar days. Amendment 0002, issued September 14, attached five documents including final Q&A, electrical study, relay settings, and prior relay test reports from August 2016.
