About this file
This is a technical specification document describing the electrical distribution system at Dyess Air Force Base.
The document details the utility power sources, short circuit current capabilities, and overcurrent protection settings for three on-site switching stations (Alpha, Bravo, and Charlie) supplied by American Electric Power Texas (AEP Texas) at 69 kilovolts. The utility provides three-phase fault currents ranging from 808.9 to 982.1 MVA and single-line-to-ground fault currents ranging from 574.6 to 757.9 MVA across the three AEP Texas supply lines. Overcurrent protection is implemented through main breaker/relay systems on each feeder, with detailed specifications provided for Alpha Switchgear using GE SR 760 relays (1200/5 CT ratio, 0.3 tap pickup, U4 Extremely Inverse curve), Bravo Switchgear using SEL-751 relays (240/1 CT ratio, 1.25 tap pickup, U3 Very Inverse curve), and Charlie Switchgear using SEL-751 relays (120/1 CT ratio, 2.5 tap pickup, U3 Very Inverse curve). All switchgear includes both phase and neutral protection settings with instantaneous trip capabilities ranging from 10 to 29.17 ampere multiples. The base operates an on-site diesel generator standby plant connected to the Bravo switching station to provide backup power during commercial outages. Medium voltage protection employs SEL and GE relays at the substation level, while low voltage distribution uses a combination of solid-state trip (SST) devices from manufacturers including Sentron, Digi-Trip, Seltronic, Micrologic, and Spectra RMS.

3.3.4 Utility Source (Substations)
Dyess Air Force Base (AFB) operates and maintains three on-site switching stations, designated Alpha, Bravo, and Charlie. These stations are powered by adjacent substations managed by American Electric Power Texas (AEP Texas). The base also features an on-site diesel generator (DG) standby plant, which is connected to the Bravo switching station. The DG plant serves as a standby power source for the main base, ensuring power supply to Bravo and Charlie in the event of a commercial power outage.
3.3.5 Switchgear Protection
At the Substation, SEL and GE relays are used for protection at the medium voltage level.
Throughout the rest of the distribution system, there is a combination of relays and fuses used for protection at the medium voltage level.
At the low voltage level, there are a combination of SSTs used. These include Sentron, Digi-Trip, Seltronic, Micrologic and Spectra RMS. Figure 3-4 shows an example of one of these relays. Some of these relays contain a ground element.
These relays fall into the Solid-State Trip (SST) category unlike an Intelligent Electronic Device (IED) category. SST provides no analytical assistance, historical databasing, or event recording.
