AMENDMENT 03
The purpose of this amendment is to make the following
changes to the solicitation:
1. Upload additional RFI response.
2. Extend the Proposal due date to 6 September 2019. The response time remains at 4:00 PM
Pacific.
3. All other terms and conditions remain unchanged.
NOTE: Amendment 01 is detailed in the narrative but was not actually posted as Amendment 01. Amendment 02 was erroneously posted as Amend 01. Amendment 01 was intended to extend the RFP closing date by one week. Additonally, Amendment 02 was intended to extend the RFP by an additional week. No other changes were made by these amendments. Please acknowledge all actual FBO Amendments in your proposals.

The Purpose of This Amendment Is to make the following changes to the solicitation:
1. Extend the Response date to 23 August 2019 at 4:00 PM Pacific.
2. Add specifications/examples for Blodgett BCX.

This acquisition is a total small business set aside. This Request For Proposal Solicitation Number will be a Firm-Fixed Price contract. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 238220. All other firms are deemed ineligible to submit offers. The small business size standard is $15M. The Contractor shall provide the government with the design, construction, and warranty for the replacement of the steam system at Breakers DFAC at Building 13330 on Vandenberg AFB, California. All work shall be in conformance with the requirements of the contract including furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management and other services (including engineering/technical support), items and incidentals necessary thereto. The work is required in support of the 30th Civil Engineering Squadron, Base Civil Engineering activities. The Government intends to award on a Lowest Price Technically Acceptable (LPTA) basis. The solicitation and subsequent amendments will be available via FedBizOpps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. All potential offerors must be registered on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is https://www.sam.gov/portal/public/SAM/#1. It is important to read the solicitation completely, as there are terms and conditions that must be met by the prospective offeror in order for the proposal to be considered responsive. Any questions regarding this solicitation must be submitted via email to the points of contact listed in the solicitation.
A site visit is scheduled for 10:00 AM Pacific on Monday, 29 July 2019, meeting at the Bldg. 13330 ("N" St) on Vandenberg AFB, CA. The purpose of the site visit is to view existing conditions regarding the solicitation and is not intended for contractors to present their capabilities. Contractors wishing to attend the site visit must RSVP in writing by contacting ALL the following individuals no later than 3:00 PM Pacific on 24 July 2019.

The names of attendees (Attendees will be limited to 2 individuals per company due to limited room capacity)
**For individuals that do not have base access, please specifically identify the need for a base pass and submit each individual name as it appears on driver's license. Please note that individuals that do not already have base access will be required to comply with REAL ID requirements in order to gain unescorted base access. This means that they will need to bring a REAL ID compliant identification (e.g. CA driver's license with a bear and star in the upper right corner, or passport) or will need to bring two forms of identification. Upon receipt of the RSVP, a confirmation of receipt will be sent from one of the Government parties with further information regarding the site visit.
Attendance to the site visit is not mandatory for contractors interested in proposing on the RFP; however, it is highly recommended.
All questions regarding the solicitation must be submitted in writing to the individuals listed above no later than 3:00 PM Pacific on 31 July 2019
