2.4 Floor cover

Sixmil polyethylene sheets should be used to cover the floorsnot included in removal plan.

Sheets maybe seamed together with spray adhesive and duet tape with a minimum 12 inch overlap at the seams.

2.5 WaD cover (not included in removal)

Two layers of6 mil polyethylene are used to cover the insidewalls including windows. The sheets should be hung from the top of the wall, The vertical sheets shouldbe overlapped and seam sealedwith spray adhesive and duct tape.

3.0 Establishing A Decontamination ll!!!!

The decontamination unit (Decon) is designed to allow passage to and from the wok area during the removaloperations. A typicalunit consistsofa clean room, a shower room, and an equipment room separatedby airlocks, consists of3' x 3' area and triple"Z' flap.

3.1 Clean room

No asbestos-contaminated and / or Lead containing items should enter this room. Workers use this area to suit up, store street clothes, and don respiratory protection prior to enter the work area.

3.2 Shower room

AlI persons are required to pass through the shower room after exiting work area..The contractor's supervisorwill be responsible to ensure all personneland equipment are decontaminated prior to entering the cleanroom.

3.3 Equipment room

This is a contaminatedarea where equipment, boots or shoes, hard-hats, goggles, and any additional contaminated work clothes are stored. Workers place disposable clothing such as coveralls and hoods in binsbefore leavingthis area for the shower room. Respirators are worn untilworkers enter the showerand thoroughly wash them withwater. The equipment room may require cleanup several times daily to prevent asbestos and Lead materials from being tracked into the shower and clean room.

Water used during this process willbe filtered through a 20 and then 5 micron water filter prior to being discharge in the public water system.

4.0 Waste load-out area

This is an area normally separated from the decontamination unit whichis used as a short term storage area for baggedwaste andas a portfortransferring waste to the dumpsite. An enclosure willbe constructedto form an airlockbetweenthe exitofthe load-out area and an enclosed dumpsite.

Materials will be placed in 6 mil bags while wet. Samples then will be collected from the waste to profile it for Lead Content as required under RCRA and State of California Department of Toxic Substances.

Transfer all bags to load-out area and wet wipe all bags, then place each bag in a second bag.

Properly label all bags according to State and Federal standard. These decontaminated bags will be transported to a temporary hazardous waste dumpsite, which must be lined with two layers of 6 mil polyethylene.

5.0 ENGINEERING CONTROL

Engineering controls will include the use of high efficiency particulate air-filtered (HEPA) vacuums, ventilation and negative air filtration systems. The use of negative air filtration system includes:

1 Changing the air within the containment area approximately once every 15 minutes.

2 Establishing condition in which air from all portions of the containment area is being pulled toward the negative air filtration system.

Whenever an isolated containment is erected, an electronic negative pressure recording gauge will be utilized to provide a record of the relative negative pressure within the isolated work area and a smoke test shall be performed to verify air movement in to the direction of the negative air filtration system.

The exhaust units should be located so that the makeup air enters the work area primarily through the decontamination facility and traverses the work area as much as possible. Provide HEPA filters that are individually tested and certified by the manufacturer and able to trap 99.97% of all particles 0.3 microns in diameter & larger. The exhaust units should be started prior to removal and should run continuously to maintain a constant negative pressure until decontamination of the work area is complete.

Replace the pre-filters two to four times a day or when accumulations of particulate matter becomes visible. Intermediate filters must be replaced once every day, and the HEPA filter may be replace prior to removal, if needed.

6.0 WORK PROCEDURES

EPA regulations which cover the removal of asbestos materials (40 CFR, part 61, subparts A&B) require wetting of asbestos containing materials before removal begins and keeping the material wet while removal is in progress and until it is bagged for disposal.

Components containing Lead Based Paint will be dismantled and removed according to the set guidelines by the Department ofHousing and Urban Development (HUD).

Work procedures for asbestos and Lead containing materials shall be conducted using the "wet method".

Eric:

This was supplied by TSGT Grim after the base had officially vacated the Breakers Dining Facility.

Items listed are not to be removed from the laydown area at the back of the building. One thing not on the list are the curtain sashes and rods which are also to be removed and stored in the laydown area.

We will need to do some kind of survey to identify and tag the items identified in case there might be some confusion.

Let me know when you want to sit down and talk.
