SITE-SPECIFIC SELECTIVE ASBESTOS ABATEMENT PLAN
BUILDING 13330
SCOPE OF WORK
Thescope ofwork includes theloadingofpipefittings andorpipeinsulationandaboiler, andtheproper packaging of the material for transportation and disposal to an approved landfill.
Theworkwillbeperformed in suchamanneras tominimize theinterruption of thenormal useof the facility.
METHODS AND PROCEDURES
Handlingofasbestos materials isperOSHA Construction Industry Standard 29CFR1926.1101, and is incorporated herein as if actually written in this site-specific plan.
EN(11NEERING CONTROLS
Engineering controls willincludetheuse'ofPPE forallpersonnel designated towork intheregulatedarea.
The regulated area will be cordoned off with warning signs and barriertape.
Thework areawillcontinuouslybewetted withamixtureofonepartremoval encapsulantandfourparts water. The mist will be createdutilizingan airless sprayeror commercially availableatomizer.
WORK. PROCED1JRES
Workprocedures shallincludetheuseofthe"wetmethod"ofremoval orpackagingofthewastewithin the workarea. Personsenteringintothework areawilldon full-bodydisposable protective coveralls, gloves, safety glasses,hard hats and a respirator, equipped with HEPA filter cartridges.
Theasbestos materialswillbe wrapped andplacedin6 milpolybagswithoutdisturbing theasbestos material from its substrate.
The exterioroftheasbestos wastedisposalbagswillbecleaned, re-bagged andbemanually carriedto disposal container
A WasteManifest will becompleted foreachsuchcontainerwhenthevolumeofthecontainerisoptimized (volume may vary due to the weight ofthe material). 30CES/CEV will be notified at least48 hours in advanceofthescheduleddateofpick-upbythetransporter. 30CES/CEV' willverifythematerials being disposedhave properlybeenpackagedandthe amountof the materialbeingdisposed is accurately recordedon the manifest.

Onthescheduled dateofpick-up, thernanifestwill besignedby theTransporters Agent (transporter) and by the30CES/CEV(generator). TIlepersonsauthorizedtosign themanifestareBillyDelgadillo ext.6 5725 and/or Kevin Erik 6-8438 with Clean Harbors.
DECONTAMINAIION PRAC"rI(~ES
Commercially availabledecontamination units will be utilized. Waste waterand waterused during abatement willbefilteredthrough a25-andI-micron,inseries, commercial water filter priortothewater being discharged in the public sewer system. In some cases, and at the discretion of A.S.I., Inc.
contaminated water maybe place directly into 6 mil bags, as other asbestos-contaminatedwaste.
No drinks,tobaccoor foodproducts willbepermitted within theworkarea. Consumptionoffood will only occur outsideof the demarcated "caution" area of the project.
A.S.!.,Inc.'s competent on-sitepersonwill beresponsible forassuring thatpersonnel andequipment are properly decontaminated prior to exiting the decontamination unit
SITE SECl.JRITY
Theworkwillbeperformed duringnormal workinghours suchthatthenormal operationsperformed within the building aremmimally interrupted, Construction barrier tape labeledeitheras"Caution or Danger Asbestos" willbe positionedabout the entrance to the work area"
Only authorized personnel willbepermittedto entertheregulated work area. Thosepersons entering the regulated workarea shall record onthe"Entry-Exit" loghis/hername, social securitynumber, timeofentry and timeofexit Saidpersonnelshallreceive trainingregardingthis sitespecifichealthandsafetyplan, which shall includeemergencyevacuationnotification, emergencyresponseactions, and thelocation ofthe reassembly point.
A.S.!., Inc.'S on..sitecompetentpersonshallassurethat thosepersonsentering aregulated work areahave received suchtraining, havecurrentmedical surveillancedocumentation, andhavedocumentation where such authorization to enter is granted by other than a regulatory agency, or A.S.!., Inc.
A.S.I.,Inc.shall utilize the availablepowersupplyand electric serviceprovided within theregulatedwork areashall beGround FaultCircuit Interrupter(GFCI) protected. Electric cords shallbeprovided with a ground plug. Double insulated tools shall 'be prohibited on A.SJ.'s work ..site.
A.S.I., Inc. shallprovidetwo(minimumZtll , 1OBC) fireextinguishers; oneshall bepositionedimmediately outsidetheentrance tothedecontaminationunitanda secondextinguisher shallbeplaced intheregulated work area. ArSJ., Inc. may place a clearpolyethylene bag over the fire extinguisher to prevent contamination, however, thebag shallbe so labeled to allowimmediate access to the extinguisher, 08-05-'04 12:24 FROM-ASI Inc.

Phasecontrast microscopy(PCM) samplesshallbe analyzed by anAIHAlaboratorywhoseanalystshave completed the NIOSH Course 582 and are AIHAregistered asbestos analysts.
Post abatement/clearance samples will not be collected.
Airmonitoring samples shall be readby Asbestos Testing Laboratory, 6723 Meany Ave~1 Suite D, Bakersfield, CA 93308
Allairsampling resultswill bemade available tothebasebioenvironmental, theasbestos officerandBestek Engineering.
WASTE HANDLING
Thewastegeneratedduringtheasbestos..relatedworkwill initiallybeplacein 6 mil bags. Thosebagswill beevacuatedusing aHEPA-filtered VaCUUln7 thebagswill betwisted, andthetwistwillbetaped with dU(,1 tape and the twist will be doubled over (goose neck) and be re...taped.
Theexterioroftheinitially bagged materialwillbe cleanedand will be insertedintoasecondbagandthe hermetic sealing process repeated.
The waste hauler shall be Remedial Transportation Solutions, (661) 746-1132.
Asbestos waste will be disposed at La paz County Landfill, Parker AZ.
REGULATORY NOTIFICATION
No abatement isbeingperformedon thisproject Disposal of less than 160s.f. is thescopeofwork. ASI, Inc.shallberesponsible forany andallothernotifications requiredbyregulatory agenciesexercisingcontrol over asbestos-related work.
RECORD KEEPIN(i
A project log, entry - exit log, record oftoolbox safety, and other project documents required to be maintainedby theContractDocuments (previouslysubmitted andapproved) will be maintained on siteand a dailyqualitycontrol reportwillbesubmitted totheContractingOfficer andBestek ifrequested inwriting prior to the start of the project.
Personsengaged in thehandlingofasbestos shallhavebeentrained, withinthepast12months, byanEPA accreditedtraining agencyasanAsbestosWorkeror Supervisor. Certifications ofAHERAtrainingshall be maintained on-site for inspection.
Medical s-urveillance, workerEPA-accredited training,respiratorydevicefit-testing, andcertificates of specialized training willbe likewise maintained on-site.

PRE-START MEETING

A prestartorpreparatorymeetingwillbe heldprior tocommencementofworkwith theasbestosofficer Mr. William Delgadillo.
As partofthe"preparatorymeeting", emergencyescaperoutes shallbe identifiedbyA.S.I.,Inc. Bestek Engineeringshall notify itsbuildingmanagerofthose locations where workwillbeperformed, theduration oftheexistenceofcritical barriers sothatthebuilding managermay establishnewescaperoutes forthe buildingoccupants. Intheevent ofan emergency, A.SJ.shall immediatelyevacuatethework area, without regardfordecontamination, andassemble intheparking lot. Onceassembled, A.S.!. 's competentperson shalldirect oneworker todia1911 andnotifytheappropriate emergencyresponse agency ofthesituation and then conduct a "roll call" to assureall workers haveevacuated the work area.

RESPIRATORY PROTECTION
A.S.I., Inc,employeeswillbe individually assignedandbe requiredto weara respiratory deviceequipped with HEPA filtercartridges fromthetimeofinitialworkandcontinuously- until the workis completedor the individual exits the work area.
Should anyone worker's 8hourtimeweightedaverageexposureequalorexceed1.0flee, thelevelof respiratory protection must be upgradedto that ofa full face, supplied-air (pressuredemandmode) respirator.
AIR MONITORING
A.S.!., Inc.willperform employees exposureairmonitoringof a1east25 percentofA.S.!., Inc.'s work force, or a minimum oftwosamples to ascertain A.S.I.,Inc. t s employeeexposure does not exceed the 8 hour time weightedaverageexposurelevel (8-hrTWA) of 0.1 fiberper cubiccentimeterofair, Said samples will be collectedon commerciallyprepared 25 mm, with an open face SO mm electrically conductive cowl, 0.8micronfiltermediacassettes specificallydesigned forasbestos ata flow ratebetween
0.5 and 2.5 litersperminute. The samplevolumewill 'vary with the anticipatedfiltermedia loading, however, theideal volumewillrangebetween 120and600liters. Samples willbe analyzed usingMethod NIOSH7400, using '-'A" countingrules. A.S.I., Inc. 'Will also collect"excursion"samples; samplesdesigned to determineanemployees highestpotentialexposure. Thoseexcursionsamples willbecollected on commercially prepared 25mm, 0,,8 micronfilter mediacassettes specifically designed forasbestos.
Excursion sampleshave adurationofthirtyminutes (30min.)and will becollectedatacalibrated flow rate ofbetween 0.5and5.0litersperminute. TIle 30-minuteexcursion limit, assetby OSHA,is 1.0 fibers per
