Requests for Information 18-1015B, Replace Steam System, Breakers DFAC
1. There is mention of performing Environmental and Hazardous Materials Surveys (para 2.6.3 and 2.6.4). Both say “if applicable”. Are these surveys to be conducted?
Hazardous materials must be disposed of properly.
2. The Statement of Work goes into great deal about developing specifications (para 3.6.4). Is it the intent of this project to develop a complete set of specifications that could be used to solicit bids from other contractors?
The intent of this project is to design and build the system for the Breakers Dining facility.
3. The Solicitation provided Attachment 2, “Product Examples and Specifications”, are these pieces of equipment the government is specifying for use, or generic examples of cut sheets the Government would like to see?
These are the specs of the units that could be used for the project, or equivalent.
4. Attachment 01 Scope of Work, Paragraph 4.1 states, “The SS and QCM shall be two separate individuals unless expressly allowed for otherwise according to the PM and CO.” In Attachment 06 01 11 00 Contractor Quality Control Paragraph 3.04.B.4 it states, “The CQC system manager shall be assigned as system manager, but may have duties as project superintendent in addition to quality control.” Please clarify if the Superintendent and QC Manager can be one person as well as perform the duties of the Site Safety and Health Officer (one person wearing three hats)?
No. They need to be separate people.
5. Please provide the asbestos and lead abatement reports.

6. Where is the point of connection of the gas located? What is the size and is it sized properly for (2) 500,000 MBH units?
By removing one steam boiler that has an input 2,000 MBH, or 1,820 CFH of natural gas and replace it with (2) water heater each 500 MBH, 455 CFH of natural gas that will be fine.
Connect water heater with schedule 40 (2” diameter) each. Connect both to (2 ½”) main diameter pipe, connect that main pipe with the gas pipe that use to feed demolished boiler.
7. To what extent is the existing steam boiler venting required to be demolished?
Please refer to the attached drawing. Disconnect and remove existing steam boiler B-1 according to the drawing. Cap existing supply natural gas line, feed water line, steam output line, and exhaust gas line. Demolish according to Vandenberg Air Force environmental rules and regulations. Removal of the system will be accomplished by CE HVAC shop.
8. Are any materials salvageable and required to be returned to the government? Or, is the contractor responsible for disposal?
All materials must be disposed of properly and legally in conjunction with the recycling center on base.
9. The new boilers will require new venting and ducting to the roof. Please verify the ceiling/roof construction materials as we were not able to determine them at the site visit.
Connect both water heater vents each 6” diameter according to the manufacture recommendation to one common line 10” diameter. Take the common line to the old steam boiler connection with the main vent to the roof, No need to add a new roof penetration.
The new water heaters both will exhaust 50% of the demolished steam boiler.
10. To what extent do the steam lines have to be removed?
Disconnect, remove existing steam boiler B-1 (boiler close to the room door according to the attached drawing). Cap existing supply natural gas line, feed water line, steam output line, and exhaust gas line. Demolish according to Vandenberg air force environmental rules and regulations. (Demolition will accomplished by CE HVAC shop).
11. In the Statement of Work Paragraph 2.2 General Description of Work, subparagraph 3 notes the contractor shall also create a closed loop system for the hot water. The domestic hot water heater will have to be an open loop system, please clarify.
Because of the distance between the water heaters and the last point on the hot water line, it is recommended a hot water return will be needed so the water from the water heater will continuously cycle to save water and for time saving.
12. If both boilers are to be removed what will be providing the steam to the dishwasher?
The intent of this project is to keep one steam boiler to feed the dishwasher with required steam flow, and to get rid of the second steam boiler since it is oversized for that building hot water needs and for commercial kitchen heating demand.
13. During the site visit, it was mentioned that the Government would like a gas line and water line ran to the future location of the Steamer Oven. The scope of work doesn't mention this scope of work, please clarify?
A gas water line will be ran to the future location and connected to the steam ovens.
14. The Statement of Work doesn't mention working hours for the project, please confirm if work will be performed after hours?

15. Will a time extension be posted for the RFP due date?
Yes.
16. Will the Gov’t be providing specifications on the Blodgett Combination Steam Oven?
Please see attachment for Blodgett Combination Steam Oven specifications which has already been posted.
