About this opportunity
The Department of the Air Force Global Strike Command, 90th Contracting Squadron, is soliciting proposals to replace site lighting electrical conduits at five Launch Facilities located in Nebraska and Colorado. The project requires removal of wire from existing failed conduits, installation of new one-inch PVC-coated rigid conduit running from Launch Support Buildings to power poles and gate switches, installation of new 10/3 copper stranded wire, and proper backfilling with compaction and electrical warning tape placement. Key contract requirements include registration in SAM.gov, a demonstrated NIST SP 800-171 assessment score of 110 or higher (or CMMC Level 2 certification) to access Controlled Unclassified Information, compliance with Davis-Bacon Act prevailing wage rates, submission of performance and payment bonds at 100 percent of contract price within 10 calendar days of award, and a bid guarantee of 20 percent of the bid price. The Government will evaluate proposals using the Lowest Price Technically Acceptable (LPTA) methodology, with price and technical acceptability weighted equally, assessing the contractor's work plan demonstrating ability to complete the project within the mandatory 120-calendar-day performance period and verifying bonding capacity. Critical deadlines include a mandatory site visit on April 14, 2026 at 9:00 AM MDT at F.E. Warren AFB (with driver's license submissions due by March 16, 2026), written questions due by 11:00 AM MDT on April 15, 2026, and sealed bid proposals due by 11:00 AM MDT on April 27, 2026, with offers remaining valid for 60 calendar days from the proposal receipt date.
This solicitation is issued as a 100 percent Small Business Set-Aside under NAICS code 236220 (Commercial and Institutional Building Construction) with a small business size standard of $45,000,000 in annual receipts. The estimated contract value ranges between $100,000 and $250,000, with no current incumbents identified in the available documentation. The contract type is Firm Fixed-Price with a mandatory 120-calendar-day performance period commencing within 10 calendar days of award notice, during which all work must be completed between 7:30 AM and 4:00 PM, excluding weekends and federal holidays. The five work sites are located at distances of 90 to 127 miles from F.E. Warren AFB in Sidney, Nebraska and surrounding areas of Colorado and Nebraska, with the place of performance designated as F.E. Warren AFB, Wyoming (DoDAAC F1Y3DA). All construction materials must comply with Buy American requirements, and contractors must comply with health and safety standards applicable to Government installations while adhering to National Electrical Codes and all applicable federal, state, and local regulations.
