This is a Combined Synopsis/Solicitation for simplified acquisition of a construction requirement. This announcement constitutes the only solicitation/notice, responses/ proposals are being requested, and further written solicitation will not be issued. This solicitation will be solicited as a 100% Small Business Set-Aside on SAM.gov. The 90th Contracting Squadron is issuing this requirement under FAR Part 13, Simplified Acquisition Procedures. The Government intends to award a Firm Fixed-Price contract. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2025-06 published 01 December 2025, Defense Federal Acquisition Regulation Supplement (DFARS) published 10 November 2025, and Department of the Air Force Acquisition Regulation Supplement (DAFFARS) DAFAC 2024-1016 effective 16 October 2024. Proposals must be complete, self-sufficient, and respond directly to the requirements of this solicitation. It shall demonstrate the ability to provide the required services in accordance with the .Statement of Work (SOW) Rev 1 dated 13 April 2026
Instructions to Offerors:
1. Refer to to the above project to include all contract materials and workmanship to be supplied and Attachment 1 Statement of Work (SOW) Rev 1 dated 13 April 2026 performed in accordance with existing contract standards, codes, practices and specifications. Refer to Attachment 2 AF Form 66 for submittals.
2. Company must be registered in SAM.gov and fit the small business size standard of the solicited NAICS. Awardee shall be registered in SAM, no active exclusions, and acceptable supplier risk profile in SPRS module. A basic score in the NIST SP 800-171 (if below 110 a plan of improvement is required with proposal) or Level 2 in CMMC
Please fill out Attachment 3 MFR CUI Control & Receipt to have your assessment score checked of SPRS is required to obtain the .Attachment 3 CUI Map Layout Rev 1 and if compliant, obtain the necessary CUI Map Layout to fully understand the scope of the project. Proposals received from Contractors who did not obtain Attachment 3 shall be deemed technically unacceptable due to not having the full scope of the project. Any offeror without a basic assessment of NIST SP CUI Map Layout Rev 1 800-171 or CMMC Level 2 shall not be eligible for award.
3. Meet at Gate 2 off Missile Dr., outside of F.E. Warren AFB, WY to caravan to the site. Personnel The site visit is scheduled for Tuesday 14 April 2026 at 9:00 am MDT.
wishing to attend will need to provide their Drivers License image (front side) to be put on an Entry Authorization List (EAL) as the site to be visited is secured. Please submit the images of the Drivers Licenses of those wishing to attend to megan.evans.3@us.a.fmil and kyra.niece@us.af.mil by 3:00 pm MDT Monday 16 March 2026.
Those who do not submit a Driver License image by the deadline will not be able to attend the Site Visit. See Attachment 7 Post Site Visit Question & Answer.
4. Questions are due to 90 CONS by 11:00 am MT, the day after the site visit. Submit questions via email only to Ms. Megan Evans at megan.evans.3@us.af.mil and SSgt Kyra Niece at kyra.niece@us.af.mil. If there is no request for a site visit, the Questions are due by 11:00 am MT, Tuesday, 17 March 2026.
5. The Davis Bacon Act Wage Determination applies, refer to Attachment 4 Combined Wage Determinations.
6. A Bid Guarantee is required, please submit Attachment 5 SF 24 Bid Bond Form, along with your proposal.
7. This solicitation, along with Attachment 6 Cost Estimate Breakdown, is also to be submitted with the proposal.

Submit proposal to this RFP no later than 11:00 am MDT on Monday, 27 April 2026 Solicitation responses shall be sent via electronic means only (emailed only; mailed, hand-carried or faxed proposal shall not be accepted). Offers shall have a valid date of 60 calendar days from day of proposal receipt. Late offers shall not be accepted once solicitation has ended.

Section M - Evaluation Factors for Award

Award shall be made based on the Lowest Price Technically Acceptable (LPTA) method.
Evaluation Factors:
Factor 1 - Price: price is as equally important as technical acceptability. The Government will rank all offerors from lowest price to highest price. The offeror with the lowest total evaluated price shall be examined for technical capability.
Factor 2 - Technical: technical acceptability is as equally important as price. The Government will conduct technical evaluation on the lowed priced offer. If the lowest priced proposal is determined technically acceptable, a determination will be made that the price is fair and reasonable, and award will be made to that offeror. No further technical evaluations will be performed. If the lowest price offer is determined to be technically unacceptable, the Government will evaluate the next lowest priced offeror until one is determined to be technically sufficient to meet the requirements of the solicitation.
Subfactors:
Subfactor 1 - Work Plan: A work plan that demonstrates offeror's ability to complete the project within the requirements of the SOW and Period of Performance (PoP). The PoP for this proposal is 120 calendar days. Proposals with greater than 120 calendar days shall be considered technically unacceptable.
1. Measure of Merit: The Offeror must demonstrate a clear understanding of the requirement (including obtaining ), the ability to Attachment 3 CUI Map Layout Rev 1 acquire the appropriate quantities and types of material required and provide the direct labor skill mix and amounts to fulfill the requirement in accordance with the SOW.
Subfactor 2 - Bid Guarantee/Bonding: Contractor shall provide a bid guarantee at time of proposal submission. Note: actual bonding is not required until after award.
1. Measure of Merit: The Offeror shall submit a SF 24 Bid Bond Form. A letter must be provided from an approved bonding surety (See FAR 28.202) and state the company has the capacity to obtain bonding for this project IAW FAR 52.228-1 Bid Guarantee. The document must include the surety company name, address, phone number and point of contact.
