About this opportunity
The National Park Service Northeast Region canceled solicitation 140P4526R0034 for roof surface replacement at Delaware Water Gap National Recreation Area on September 17, 2026, due to errors in the Statement of Work requiring correction.
The procurement was a Total Small Business Set-Aside under NAICS 238160 (Roofing Contractors), with a small business size standard of $19 million. Place of performance included two historic structures: Dingmans School in Dingmans Ferry, Pennsylvania and Jackson House in East Stroudsburg, Pennsylvania, both located within the national recreation area in Pike County.
The original scope required replacement of approximately 2,400 square feet of fibrous cement roof tile at Dingmans School and approximately 2,250 square feet of slate roofing at Jackson House, including removal, asbestos testing, selective roof decking and sheathing replacement (up to 50 percent), new underlayment, copper flashing, gutters, snow rakes, and roof boots. Work at both structures required compliance with Department of the Interior and National Park Service historic preservation standards. Amendment 0003 (issued September 16) permitted substitution of EcoStar synthetic slate roofing at both structures as an alternative, provided it matched existing roofing in color, profile, texture, and appearance and received Contracting Officer approval before installation.
Performance was estimated at 180 calendar days from Notice to Proceed, with work conducted Monday through Friday, 7:00 AM to 4:00 PM, excluding federal holidays. The Government estimated contract value between $250 thousand and $500 thousand. Wage determination (General Decision Number PA20260103, May 18, 2026) applied prevailing wage rates for Pike County construction trades. Contractors were required to procure liability insurance of $250 thousand per person, $500 thousand per occurrence, and $250 thousand property damage. Buy American requirements applied to construction materials.
The original offer deadline was September 14, 2026; Amendment 0003 extended it to September 21, 2026. The Government indicated it may issue a new solicitation at a later time.
