About this file
This is a Questions and Answers document for federal contract opportunity 140P4526R0034, which addresses a roof replacement project at multiple historic buildings (Dingman School, Jackson House, and 115 School House).
Key project requirements include: replacement of roof surfaces with flat, slate-profile concrete roof tiles featuring a nominal thickness of approximately 1/2 inch with a minimum 3-inch head lap and installed exposure of 13 to 14 inches for typical 17-inch tiles; an allowance for 25% selective replacement of existing eave, rake fascia, and soffit materials; copper pipe flashing and hood flashing; and selective roof decking/sheathing replacement up to 50% at the two locations. The contractor must submit product data, dimensions, exposure, weight, and installation details for approval before ordering. Both Dingman School and Jackson House will receive the same general roofing system, with final profile and color compatible with each building's historic character and approved through the submittal process. The contractor may propose any cement tile brand provided it meets project specifications, including required profile, color, durability, and freeze-thaw rating. The period of performance is 180 calendar days from Notice to Proceed. Site visit attendance on September 1 was not mandatory for proposal eligibility. Offerors should price based on assumed quantities separately rather than in lump-sum pricing, with actual replacement handled separately if conditions differ. Question 10 regarding 115 School House roof replacement received the same response as earlier tile manufacturer questions, suggesting incomplete clarification on that specific scope item.

Replace Roof Surfaces 140P4526R0034
1. We are including 50% selective roof decking replacement in our bid. Can a similar quantifiable percentage be given for the selective replacement of eave / rake fascia and soffit repairs?
Please include an allowance for 25% selective replacement of the existing eave and rake fascia and soffit materials. Any replacement beyond this quantity should be handled through established unit pricing and approved by the Contracting Officer before proceeding.
2. Will the Dingman School and Jackson House receive the same new roof as each other?
Yes. The Dingmans School and Jackson House should receive the same general roofing system: a flat, slate-profile concrete roof tile with an integral color suitable for freeze-thaw conditions. The final profile and color should be compatible with each building’s historic character and approved through the submittal process.
3. What is the desired thickness and exposure of each slate tile?
The roof tile should have a nominal thickness of approximately 1/2 inch. The dimensions may vary by manufacturer, the exposure should follow the approved manufacturer’s installation requirements, with a minimum 3-inch head lap. For a typical 17-inch tile, the installed exposure will generally be approximately 13 to 14 inches. The contractor should submit product data, dimensions, exposure, weight, and installation details for approval before ordering.
4. Site visit: The solicitation identifies a September 1 site visit. Was attendance at that visit a mandatory condition for proposal eligibility, or may an otherwise qualified offeror that did not attend still submit a proposal?
No attendance was not mandatory
5. Decking/sheathing: The SOW states selective roof decking/sheathing replacement may be required up to 50% at the two locations, while the price schedule uses lump-sum line items. Should offerors include the full potential 50% replacement in the lump-sum price, or price based on an assumed quantity with actual replacement handled separately if conditions differ?
Offers should price based on an assumed quantity separately not in lump sum
6. Period of performance: Please confirm that the controlling requirement is completion within 180 calendar days from Notice to Proceed, notwithstanding the July 1, 2026 through December 30, 2026 dates appearing on the SF 1442.
Yes, period of performance is 180 days from notice to proceed
