About this file

This is a Statement of Work for roof replacement on two structures at Delaware Water Gap National Recreation Area: Dingmans School (North Zone) in Dingmans Ferry, PA and Jackson House (South Zone) in East Stroudsburg, PA.

Dingmans School requires removal of approximately 2,400 square feet of fibrous cement roof tile and 150 square feet of rolled roofing material, with testing for asbestos prior to demolition. Installation includes new in-kind roofing materials, self-sealing ice and water shield underlayment, drip edges, flashing around valleys and chimneys, attic ventilation penetrations, pergola connections, vent piping with new roof boots, and copper snow rakes. Selective replacement of roof decking and sheathing is estimated at up to 50 percent using in-kind materials matching existing dimensions and species. Eave and rake fascia/soffit replacement will be performed as needed with matching carpentry work. Any new exposed woodwork must be primed and painted with colors and textures matching existing finishes. The roof has a 9:12 pitch and is National Register of Historic Places-eligible.

Jackson House contains approximately 2,536 square feet of slate tile roofing over 80 years old and requires removal of approximately 2,250 square feet of slate materials along with flashing and underlayment. New in-kind slate roofing materials, approximately 150 linear feet of copper flashing, approximately 100 linear feet of copper ridge cap, new copper gutters and snow rakes will be installed to replace failed aluminum K-style gutters. Selective roof decking and sheathing replacement (up to 50 percent) and eave/rake fascia/soffit work will be performed as needed using in-kind materials. The roof has an 11:12 pitch. All materials and workmanship must comply with Department of Interior and National Park Service historic preservation standards.

Additional requirements include OSHA-compliant scaffolding and staging (with no bolting or boring into existing structures), temporary storage facilities, UL-approved fire extinguishers (minimum two per worksite), barricades and warning signs compliant with ANSI D6.1-78 and MUTCD standards, and vehicle restrictions to one vehicle in historic corridor areas unless approved by the Contracting Officer Representative.

STATEMENT OF WORK

Roof Replacement – Dingmans School (North Zone) and Jackson House (South Zone) Delaware Water Gap National Recreation Area

SUMMARY OF WORK

PART 1: GENERAL

1.1 WORK INCLUDES:

This project includes roof replacement work on two Delaware Water Gap National Recreation Area structures: Dingmans School (North Zone) and Jackson House (South Zone).

Dingmans School (North Zone) Dingmans School (North Zone) is a facility eligible for the National Register of Historic Places and is occupied by National Park Service park rangers serving as the Pennsylvania North Zone District Office. The facility is critical for the administrative functions of the Protection Division and also serves as a visitor information station.

This project will remove the existing roofing surface, flashing, underlayment, associated fasteners, and approximately 2,400 square feet of fibrous cement roof tile and approximately 150 square feet of rolled roofing material. Existing roofing materials shall be tested for asbestos prior to demolition activities.

The project includes installation of new in-kind roofing materials, self-sealing ice and water shield underlayment, drip edges, flashing around valleys, chimneys, attic ventilation penetrations, pergola connections, and vent piping. The Contractor shall install new roof boots around all vent pipes and provide new copper snow rakes.

Selective replacement of damaged roof decking and sheathing shall be completed as needed, estimated at up to 50 percent, using in-kind materials matching the existing dimensions and species.

Selective replacement of eave and rake fascia/soffit will be performed as needed.

Replacement of fascia and rake moldings shall be completed as required. Estimate quantities are for informational purposes only; the Contractor shall verify all measurements in the field prior to execution of work.

All replacement carpentry work shall match existing profile, dimensions, detailing, and wood species. Contractor shall obtain field measurements and verify dimensions and details prior to fabrication and installation of carpentry components.

If carpentry repairs are required, all new exposed woodwork, fascia, rake moldings, soffit, frieze, and trim shall be primed and painted. Work shall include sanding surfaces smooth, filling nail and fastener holes, touch-up painting on repaired woodwork, matching tooling marks in paint using brush application methods, and protecting adjacent unpainted surfaces during painting operations.

The Contractor shall be responsible for matching existing paint colors and textures and shall submit manufacturer specifications, Safety Data Sheets (SDS), color samples, and color formulas for approval prior to beginning painting operations.

The existing roof currently contains loose roofing materials sliding from the roof surface, creating a potential hazard to personnel and Government property. Replacement of the roof system will improve weather resistance, operational reliability, energy efficiency, and reduce heating loss from the structure.

The roof area has an approximate 9:12 pitch.

Jackson House (South Zone) Jackson House (South Zone) has approximately 2,536 square feet of slate tile roofing. The Cornelia Jackson House was originally constructed in 1940 and is still wearing the original slate roof, making the roofing system more than 80 years old.

The building is essential for Delaware Water Gap National Recreation Area law enforcement operations and is utilized year-round by six Law Enforcement Rangers. The facility is critical for the administrative functions of the Protection Division and also serves as a visitor information station.

This project will remove the existing slate roof system, flashing, underlayment, associated fasteners, and approximately 2,250 square feet of slate roofing materials. The work includes installation of new in-kind slate roofing materials, approximately 150 linear feet of copper flashing, approximately 100 linear feet of copper ridge cap, and new self-sealing ice and water shield underlayment.

The project also includes installation of new copper gutters and snow rakes and replacement of the existing failed aluminum K-style gutters. Flashing replacement shall include all valleys, chimneys, vent penetrations, and roof transitions. New boots shall be installed around all vent piping.

Selective replacement of damaged roof decking and sheathing shall be completed as needed, estimated at up to 50 percent, using in-kind materials matching existing dimensions and species.

The roof currently contains loose and deteriorated slate creating a potential hazard to personnel and Government property. This roof must be replaced prior to catastrophic failure. Replacement of the roof system will improve building protection, operational reliability, and energy efficiency while preserving the historic integrity of the structure.

The roof area has an approximate 11:12 pitch.

All materials and workmanship with new materials shall comply with Department of the Interior (DOI) and National Park Service (NPS) historic preservation standards.
