About this opportunity

The Department of the Air Force Air Education and Training Command seeks a contractor to replace electronic locksets in ten dormitory buildings at Keesler Air Force Base with Onity Trillium RFID technology. The project involves removing 2,030 existing locksets and installing 2,030 new RFID-enabled mortise locksets, along with 6,000 RFID keycards (600 per building), portable programmers, and associated hardware and software across buildings B7330, B7320, B7420, B7404, B6965, B6955, B6950, B7315, B4408, and B6223. Contract requirements include submission of material submittals for government approval, maintaining a certified on-site superintendent and Quality Assurance/Quality Control officer, compliance with Davis-Bacon prevailing wage requirements, provision of software training to facility management personnel, and adherence to comprehensive environmental, safety, and security protocols specific to air force base operations. The Air Force will evaluate proposals using the Lowest Price Technically Acceptable (LPTA) methodology, assessing price reasonableness, technical execution plans (including construction approach, schedule, quality control procedures, materials specifications, and key personnel qualifications), and past performance within the last three years. Critical deadlines include the mandatory pre-bid site visit on March 30, 2026, at 9:00 AM CDT, written questions due April 1, 2026, by 11:00 AM, and sealed proposal submissions due April 28, 2026, at 9:00 AM CDT.

This solicitation is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with no current incumbent identified in the available documentation. The estimated contract value ranges between $1,000,000 and $5,000,000, awarded on an all-some-or-none basis depending on available funding at the time of award. The project involves ten separate Contract Line Item Numbers (CLINs 0001-0010), one for each dormitory building, with performance beginning ten calendar days after award. The period of performance will be either 90 calendar days if five or fewer buildings are awarded or 180 calendar days if six or more buildings are awarded. Work is located at Keesler Air Force Base in Biloxi, Mississippi (39534), and the contractor must provide performance and payment bonds equal to 100 percent of the contract price within ten calendar days of award, with liquidated damages assessed at $300.42 for the first day of delay and $276.42 for each subsequent calendar day.
