About this file
This is a Pre-Bid Additional Questions and Answers document for federal contract FA301026R0005, addressing the Replace NPS Dorms Locksets project (MAHG261001).
The project requires replacement of electronic mortise locksets in 10 dormitory buildings with a total quantity of 2,030 locksets plus extras to be returned to the base locksmith. The contractor must provide one Onity pp32 Series Portable Programmer per dorm (10 total). The Onity Trillium locksets are identified as an acceptable option alongside the specified system; selected locksets will be evaluated during technical review and rated as either "Acceptable" or "Unacceptable." The contractor is responsible for field verification of door handing schedules. Work must proceed one building at a time with dorms remaining occupied; the contractor must coordinate with facility managers and MTLs (Maintenance Team Leaders) regarding access and scheduling requirements. The period of performance is 90 days if 5 or fewer buildings are awarded or 180 days if 6 or more buildings are awarded. The doors are solid core wood; existing mortise cutouts should be compatible with the Onity system, though no guarantee exists for alternative systems. The contractor must provide training for each MTL in each dorm and deliver updated as-builts for any replaced doors. Software will be standalone for each dorm without network integration; perpetual software licenses are preferred and must receive government approval. A one-year workmanship warranty from the prime contractor and a two-year manufacturer warranty on materials are required. Government review duration for product data, shop drawings, and software submittals is 10 days.

MAHG261001 Replace NPS Dorms Locksets Pre-Bid Additional Questions and Answers
Q1: Will an Onity pp32 Series Portable Programmer be required for each building or will one programmer be sufficient for all the buildings?
A1: Contractor to provide one programmer for each dorm. 10 programmers in total.
Q2: Does the Government formally accept the Onity Trillium as the “approved equal” for this requirement?
A2: The Onity Trillium locksets are mentioned in the SOW 3.2.5.1.1 as an acceptable option.
Q3: Given the change in hardware dimensions for the Trillium series, will the Government provide updated drawings or specifications for any required door jamb modifications/miscellaneous parts?
A3: The Government does not anticipate needing any modifications to the existing doors. We hosted a Pre-Bid Site Visit to allow interested parties to come view the doors/locksets and the Questions & Answers that resulted from that visit were uploaded to SAM.gov with Amendment 0001.
Q4: Can the Government confirm that the total quantity remains 2,030, or does the requirement extend to additional units not listed in the building-by-building breakdown in paragraph 3.2.5.1.12?
A4: 2,030 is the correct total (with extras that will be turned in to the base locksmith).
Q5: What is the formal approval process and evaluation criteria for 'approved equal' locksets, and is approval required prior to bid submission?
A5: Selected lockset will be reviewed in the Technical Evaluation and will result in an “Acceptable” or “Unacceptable” technical rating. See Section L & M of the solicitation.
Q6: Can the Government confirm existing door materials and whether current mortise cutouts are compatible with the specified mortise locksets without modification?
A6: The doors are solid core wood. The cutouts should be compatible with the new Onity system, if chosen. If a different system is used, there is no guarantee that the cutouts will be compatible.
Q7: If door replacement is required due to lockset incompatibility (not installer error), will door replacement be treated as a compensable change?
A7: The Government does not anticipate needing any door replacements; however, if a differing site condition presents that requires door replacement, it will be treated as a compensable charge.
Attachment 10
Q8: Will the Government provide a verified door handing schedule per dorm/building, or is the contractor responsible for field verification?
A8: The contractor is required to field verify.
Q9: Will dorms remain occupied during installation, and if so, what sequencing or escort requirements apply?
A9: Yes, the dorms will remain occupied and the contractor will need to coordinate with the Facility Manager/MTL and adhere to their requirements.
Q10: Is the contractor permitted to work multiple dormitories concurrently, or is work limited to one building at a time?
A10: No, the contractor will work in one building at a time.
Q11: Must installers strictly follow the HT mortise lockset template, or are manufacturer-specific templates acceptable for approved equal products?
A11: The HT mortise lockset template is the current system and was provided to show the existing lockset. Contractor is not required to follow the HT template but the proposed lockset will need to be approved.
Q12: Does the Government require perpetual software licenses, or are subscription-based licenses acceptable?
A12: Perpetual software licenses are preferred.
Q13: Will the lock software require IT approval, ATO, or cybersecurity review under NIST/RMF requirements?
A13: Yes, the software will need to be approved.
Q14: Are the electronic locks strictly stand-alone, or is future integration with existing access control systems anticipated?
A14: The electronic locks will be a stand-alone system and not be integrated into an existing access control system.
Q15: Will the contractor be responsible for initial card programming, or will RFID cards be turned over blank to base personnel?
A15: The MTLs of the dorms will perform the programming.
Q16: How many training sessions are required, who is the intended audience, and are follow-up sessions anticipated?
A16: Training will need to be provided for each MTL in each dorm. No follow-up sessions are anticipated.
Q17: If project funding changes after award, how will the period of performance be adjusted?
A17: Final funding will be determined before award. If 5 or less buildings are awarded, the POP will be 90 days. If 6 or more buildings are awarded, the POP will be 180 days.
Q18: Are weekend or extended-hour work requests permitted, and what is the approval lead time?
A18: See SOW 3.9.2.
Q19: What is the anticipated government review duration for product data, shop drawings, and software submittals?
A19: 10 days
Q20: Do as-built requirements include door-by-door lock serial numbers, software versions, and final configurations?
A20: Updated as-builts will need to be provided for any doors that are replaced.
Q21: After DBIDS issuance, will contractor personnel require escorts inside dormitories?
A21: Escorts inside dormitories are not required. Access to dormitories must be coordinated in advance with the dorm facility manager.
Q22: Based on the Specification and SOW language, the SSHO may be dual‑hatted, with Contracting Officer (CO) approval. Please confirm
A22: Correct.
Q23: What are the documentation, storage location, and inventory requirements for removed locksets returned to the Government?
A23: The contractor will need to communicate with the Construction Manager on how the locksets will need to be returned.
Q24: The SOW references a one-year warranty while specifications reference two years. Please clarify which warranty period governs.
A24: The one-year warranty is a workmanship warranty provided by the prime contractor. The two-year warranty is a manufacturer warranty for the materials used (locksets, software, etc.).
Q25: Do all 10 buildings live on the same VLAN Network where the server will be able to communicate to each of the 10 buildings, or are they on separate VLAN Networks? If they are on separate VLAN Networks, are some buildings grouped together, or is there an individual VLAN per building?
A25: The current system is not on the network. The software will be standalone and each dorm will need its own software.
