About this file

This is a Solicitation, Offer, and Award form (Standard Form 1442) for a construction contract to replace door locksets in multiple dormitory buildings at Keesler Air Force Base, Mississippi.

The Air Force 81st Contracting Squadron is seeking a Service-Disabled Veteran-Owned Small Business (SDVOSB) to perform lockset replacement work across ten dormitory buildings designated as individual contract line items (CLINs 0001-0010). The project magnitude is between $1,000,000 and $5,000,000, with performance expected to begin within 10 calendar days of award and complete within either 90 or 180 calendar days depending on the number of buildings awarded (five or fewer buildings = 90 days; six or more = 180 days). The solicitation (FA301026R0005) was issued on March 25, 2026, with sealed bids due by 9:00 AM local time on April 24, 2026. Award will be made on an all-some-or-none basis based on available funding. A mandatory pre-bid site visit is scheduled for March 30, 2026, at 9:00 AM CDT at Keesler AFB. The contractor must furnish performance and payment bonds at 100 percent of the original contract price within 10 calendar days of award. Evaluation will use the Lowest Price Technically Acceptable (LPTA) method, considering price reasonableness, technical proposal quality (Project Execution Plan including construction approach, schedule, quality control plan, materials list, and key personnel), and past performance acceptability. The solicitation incorporates numerous FAR and DFARS clauses addressing labor standards, Buy American construction material requirements, antiterrorism training, insurance, and other federal contracting requirements applicable to construction contracts exceeding $1 million.
