About this opportunity
The Department of the Air Force Air Education and Training Command seeks replacement of obsolete fire alarm systems across seven buildings at Columbus Air Force Base, Mississippi, with sealed bids due June 22, 2026. This is a total small business set-aside under NAICS 561621 (Security Systems Services except Locksmiths).
Place of performance is Columbus, Mississippi (buildings B99, B155, B214, B348, B642, B916, and B998). The procurement mandates replacement of existing MONACO radio systems with new Notifier fiber-based systems; a sole-source letter confirms Notifier as the specified solution and that Monaco alternatives are not acceptable. The contractor must provide all design, engineering, demolition, construction, equipment, labor, and materials for complete system replacement including control panels, conduit, wiring, devices, and fiber connections, compliant with UFC 3-600-01, NFPA 72, and NEC 70.
The contract value range is between $500,000 and $1,000,000. The period of performance is 365 calendar days from Notice to Proceed, with work commencing within 10 calendar days of award. Work must be performed Monday–Friday, 7:30 AM–4:15 PM, excluding federal holidays, in occupied facilities. The contractor must submit design documents in four phases (35%, 65%, 95%, 100% completion) with 14-day government review periods for each. A Contractor Project Manager with minimum five years' contract management experience, a Site Superintendent with minimum five years' project superintendence experience available within 15 minutes during duty hours, and a Quality Control Manager with five years' experience are required, all subject to government approval.
Performance and payment bonds equal to 100% of contract price are required within 10 calendar days of award. Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology considering price, technical acceptability, and past performance. All contractor personnel must complete DoD CUI training and sign the MFR Contractor CUI Training Acknowledgment to access drawings and CUI documentation. Site visit is scheduled May 28, 2026 at 9:00 AM CST with registration due by 1:00 PM CST on May 18, 2026; attendance is highly encouraged but not mandatory. Requests for Information are due no later than 7:30 AM CST on June 3, 2026. Contact: Willie Common (Primary POC), Willie.common.1@us.af.mil; Daniel Stilts (Contracting Officer), daniel.stilts@us.af.mil; Bryson Cassidy (Contract Specialist), bryson.cassidy@us.af.mil.
