About this file
This document is the CAFB Base Standards specification for electrical, mechanical, and special construction systems at Columbus Air Force Base.
The Electrical Standards establish requirements for exterior and interior electrical systems, including voltage specifications (13.2 kV primary, 120/208V or 277/480V secondary), material standards from manufacturers with two years of satisfactory commercial use, and compliance with NFPA 70 and IEEE C2. Three-phase pad-mounted transformers must feature high-voltage dead-front compartments with 200-ampere load-break connectors rated 95 kV BIL, oil-insulated construction with Type II mineral oil, and stainless steel corrosion-resistant bases. Underground transmission requires galvanized rigid metal conduit, Type USE conductors for service entrance, and THHN/THWN-2 for conduit installations. Interior distribution mandates dedicated electrical equipment rooms, UL-listed materials, and various specifications for conduit types, wiring, switches, receptacles, panelboards, transformers, and lighting fixtures. Specific requirements address fluorescent fixtures with electronic ballasts and T-8 lamps, LED exit signs with battery backup, emergency lighting systems, and exterior lighting using HPS lamps with shoebox-type fixtures on aluminum poles designed for 90 mph wind loading.
The Mechanical Standards require equipment from manufacturers with minimum five-year production history and factory testing documentation prior to acceptance. All major mechanical equipment including chillers, air handling units, pumps, boilers, and terminal units must integrate with the existing Johnson Metasys EMCS system using only DDC controls—pneumatic and wireless systems are prohibited. Piping insulation specifications range from 1/2-inch mineral fiber for domestic water to 1-inch foam glass for chilled water systems, with external ductwork requiring 2-inch flexible mineral fiber insulation. Chillers are mandated for loads exceeding 20 tons, with capacity ranges specifying air-cooled scroll compressors for 20-70 tons and water-cooled screw or centrifugal compressors for larger capacities using refrigerants with ODF of 0.05 or less. All steel piping must be American-made, with cooling towers requiring variable frequency drives and automatic chemical treatment. The document mandates Test and Balancing (TAB) certification through AABC or NEBB, comprehensive HVAC commissioning by independently certified firms, and compliance with ASHRAE 90.1 energy efficiency standards.
The Special Construction Standards address lightning protection systems requiring third-party inspector certification per AFI 32-1065 and NFPA 780 (UL certification alone is insufficient), exterior fire reporting systems with Monaco-compatible radio transmitters featuring unique identity codes and memory capability, addressable interior fire alarm systems with Class A device design per NFPA 72, wet pipe sprinkler systems with hydraulic calculations and semi-recessed heads, and fire pump systems per NFPA 20. Mass notification systems must incorporate visual and audible signals capable of live announcements and interconnection with fire alarm and public address systems using Monaco BT-XF transmitters.
