About this file
This is a cost breakdown template (Appendix A) for construction proposals submitted to Columbus Air Force Base. The template is designed for the "Repair Kidde Pool, B948" project under solicitation number FA302226R0002. Vendors must complete the form with their company information, NAICS code, CAGE code, and proposed period of performance, along with the number of days the proposal and price remain valid.
The cost breakdown structure requires vendors to itemize costs across multiple categories: bonds and insurance (certificate of insurance, performance bonds, payment bonds, and bid bonds); mobilization; architecture and engineering design (at 35%, 65%, 95%, and 100% completion levels); materials; equipment; labor hours with associated rates; miscellaneous charges including Mississippi state tax; and a final construction project total. The template emphasizes that offerors bear sole responsibility for providing adequate supporting data and documentation, and must demonstrate the reasonableness of all proposed pricing through comprehensive basis and rationale statements. Government personnel will use the completed worksheets to evaluate proposals, requiring that all cost information be current, complete, accurate, and fully supportable.

| GENERAL INFORMATION |
| The purpose of the requested information in the attached worksheets is to assist government personnel in the review and evaluation of proposals submitted by offerors. Offerors are reminded that the responsibility for providing adequate supporting data and attachments lies solely with them. Further, the offeror must also bear the burden of proof in establishing reasonableness of proposed pricing; therefore, it is in the offeror’s best interest to submit a fully supportable and well-prepared cost proposal that reflects the total cost of the project. The basis and rationale for all proposed costs should be provided as part of the proposal so that Government personnel can place reliance on the information as current, complete and accurate. |
