About this file

This is an RFI (Request for Information) Answer document addressing a contractor inquiry regarding acceptable alternatives to the specified Notifier fiber panels for a fire alarm system replacement project at Columbus Air Force Base.

The contractor questioned whether the Monaco MAAP-X panel—which is compatible with the existing radio reporting system—could substitute for the required Notifier fiber panels, citing the absence of a sole-source justification in the original solicitation. The Government's response indicates that a sole-source letter for Notifier has been provided and clarifies that the project intent is to move away from radio systems entirely, thereby establishing the requirement for the Notifier fiber system as the specified solution rather than accepting alternative equipment such as the Monaco MAAP-X panel. This response effectively establishes that the Monaco alternative is not an acceptable substitute and reinforces the mandatory use of Notifier fiber technology for the seven facilities (B99, B155, B214, B348, B642, B916, and B998) included in solicitation FA302226R0009, with a procurement value range between $500,000 and $1,000,000.

RFI Questions

1. Upon reviewing the solicitation, we noted that the scope requires the installation of Notifier fiber panels; however, we did not see a sole-source notice attached. Given the absence of a sole-source justification, would an alternative such as the Monaco MAAP-X panel—which is compatible with the existing radio reporting system—be considered an acceptable substitute?

Sole source letter for Notifier attached. The intent to move away from radio entirely.
