About this opportunity

The Department of the Air Force is seeking a contractor to repair the arctic foundation of Building 4002 at Pituffik Space Base in Greenland. The solicitation requires comprehensive repairs to the facility's HVAC systems, including clearing arctic ducts and headers of debris, installing new dampers, actuators, motors, controllers, and associated equipment to create a fully functional system. The government will use a Lowest Price Technically Acceptable (LPTA) source selection approach, evaluating proposals on technical factors such as program management and experience. Proposals are due by 16:00 Central European Time on May 16, 2025, with potential offerors required to submit detailed technical and pricing documentation. The solicitation is specifically limited to Danish/Greenlandic enterprises registered in the Kingdom of Denmark, with a firm fixed-price contract anticipated.

The contract opportunity is not set aside for any specific small business category and does not identify previous contractors. The total project is estimated between $1,000,000 and $5,000,000, with a contract performance period originally set for 240 days but amended to 480 days, running from July 7, 2025, to October 30, 2026. The place of performance is Pituffik Space Base in Greenland, located at 76°32' North latitude and 68°50' West longitude, which presents unique logistical and environmental challenges. The contractor must provide 10% additional components such as bolts, nuts, washers, dampers, and actuators as bench stock for base maintenance, with all materials to be properly labeled. Performance and payment bonds have been reduced from 100% to 15% of the original contract price to accommodate the project's complexity.
