About this file

The Recovered Materials Estimate and Certification Form (RMECF) is a detailed document requiring contractors to estimate and certify the percentage of recovered and recycled materials used in contract performance for the Air Force. The form lists specific product categories with required minimum recovery percentages, including rock wool insulation (75%), fiberglass insulation (20-25%), concrete materials, carpeting, traffic cones, and various construction and infrastructure materials. Contractors must also identify any exemptions from recycled content requirements, which include cases where products do not meet performance standards, are unavailable within a reasonable timeframe, lack competitive sources, or are priced unreasonably compared to non-green alternatives. The form requires a formal certification by a company representative confirming compliance with EPA-designated product specifications for recovered material content.

* "Post-consumer material" means a material or finished product that has served its intended use and has been discarded for disposal or recovery, having completed its life as a consumer item. Post-consumer material is a part of the broader category of "recovered material."

* "Recovered material" means waste materials and by-products recovered or diverted from solid waste, but the term does not include those materials and by-products generated from, and commonly reused within, an original manufacturing process.

II. CERTIFICATION

I hereby certify I am an employee responsible for the performance of this contract and hereby certify that the percentage of recovered material content for EPA-designated products met the applicable contract specifications.
