About this file

This document is a Questions and Answers (Q&A) file for Solicitation FA252325R0002, a Department of the Air Force contract for repairing the arctic foundation of Building 4002 at Pituffik Space Base in Greenland. The project involves clearing arctic ducts of debris, installing new dampers, actuators, motors, controllers, and associated equipment to create a fully functional ventilation system. Key modifications include extending the proposal due date to May 16, 2025, adjusting the performance bond requirement to 15%, and expanding the period of performance to 480 days to accommodate logistical challenges.

The solicitation requires the contractor to provide 10% additional bench stock materials (bolts, nuts, washers, dampers, and actuators) for base maintenance, with all materials properly labeled. Logistics considerations include specific shipping windows for Pacer Goose cargo ships from Norfolk, Virginia, and Jutland, Denmark, with freight receipt deadlines in July 2025. Contractor housing will be provided on base, and equipment such as camera documentation tools will require security approval. The government anticipates issuing the Notice to Proceed (NTP) within 30 days of contract award, with an expected project start date of June 2, 2025.

Section L-4: RECIEPT OF PROPOSALS states proposals are due no later than 6 May 2025 at 04:00PM.

Please clarify when proposals are due.The date for receipt of proposals will be extended to Friday May 16 at 1600 CET.
2FA252325R0002 Solicitation1352.228-15 Performance and Payment Bonds-ConstructionRequirement is for both a Performance Bond and a Payment Bond for 100% of the contract value.

Danish and Greenlandic contractors are not accustomed to these requirements. On all other similar contracts at Pituffik Space Base a 15% Performance Bond is required.

Please consider changing the requirement.Acknowledged. The government will set the performance bond at 15%.
3WWCX 15-1009 – REPAIR ARCTIC FOUNDATION, B400215SECTION 01 11 00, Statement of WorkIt is stated that: "Contractor shall clear arctic ducts and headers of any debris within the areas that are causing more than 10% blockage of the airflow."

It is our understanding, that some of the ducts are collapsed due to settlements. We presume that only intact ducts are to be cleared of debris.

Please confirm. The intent is that ducts that have debris in them need to be cleaned. There are no known collapsed ducts; any additional work from fully collapsed ducts would be a differing site condition and should be immediately reported to the Contracting Officer.
3WWCX151009-RepairArcticFoundationB4002-DrawingsDrawing E5-001The drawing details show a conduit penetration through the building facade.
Are there any special precautions to be taken when penetrating the building facade?Yes all penetrations shall be completely sealed and protected to the same level as the existing, to inlcude all weathertightness, HEMP, corrosion protection (paint finish), etc.
4WWCX151009-RepairArcticFoundationB4002-Specifications_rev2multiSECTION 23 09 13 Page 6 point 1.4

SECTION 23 09 13 Page 6 point 2.1.1

SECTION 23 30 00 Page 9 point 1.4.4Is it correctly understood that the documentation that must be submitted is what appears in the document “WWCX151009-RepairArcticFoundationB4002-SubmittalSchedule”?Section 23 09 00 is missing from the orignal design set. A new 23 09 00 will be provided as an attachment to the Amendment. New spec will cover testing requirements which are expected to be minimal with this work and mostly accomplished through trending data.
54002 E1-001On the drawing it says under reference point no. 6, "VERIFY CONDITION AND INTEGRITY OF AN EXISTING TEMPERATURE SENSOR. REPLACE WITH NEW AS REQUIRED." There is no reference point no. 6 on the drawing. How many should we count? The outdoor air temperature sensor can be reused but must be verified to be accurate or replaced with new.
64002 M1-001Are all 50 DISTRIBUTION DUCT DIVIDER on drawing NewAll duct dividers shall be new. Where there could be existing equipment it was for testing purposes only.
74002 M5-002NTS 3, Should there be temperature sensors on both ends of AFAD?, or is one a common outside temperatureThere are three temp sensors in this detail. Inlet air temp AASTmp; outlet air temp AASTmp; and OATmp. The inlet and outlet temperature sensors are reporting sensors. The control is ran from the OA temperature sensor.
84002 M5-002NTS 3, Should there be a temperature sensor for the fan and damper or should it be understood that in section 1 (F01-05) it is T1 that controls all fansDetail 3 on M5-002 shows a tempeature sensor for both inlet and outlet per fan stack. The fan and damper will operate together (there should be no time when the fan is running and the damper is closed).
94002 E5-001Should new wires be run for the fan, damper and temperature sensors or should the existing wires be used?New wire, cable and conduit should be expected to be run. While some may be able to be reused the contractor shall plan and bid for all new.
1026 56 00_Exterior LightingWhat is the purpose of this section for the project? To specify exterior lighting if there was any on this project. It appears to be a superfluous section at this time.
114002 M5-001Can there be any measurements on the drawing? These detail sheets are intended to show the location of the materials and the configuration. Measurements could be taken but that isn't the intent of this sheet.
124002 M5-002Can there be any measurements on the drawing? These detail sheets are intended to show the location of the materials and the configuration. Measurements could be taken but that isn't the intent of this sheet.
134002 A5-001Can there be any measurements on the drawing? This detail sheet is intended for showing locations and fitments not dimensions. Measurements could be taken but it is not the intent of the sheet. Is there something in particular that is in question?
14Should we expect there to be water or ice in the Arctic Air distrirbuttion Duct (AADD)While the system is designed to prevent water/ice from getting into the AADD the contractor should assume that some will be present.
15Should we expect the Arctic Air distrirbuttion Duct (AADD) to be in intake mode?It would be assumed that the contractor would be able to turn off (temporary plug) any ducts that they were actively working in for a better working environment. In the summer these ducts should be off anyway.
164002 M1-001In the drawing there are 4 places marked with reference point no. 2, is it only the 4 pieces we have to provide and install new arctic air stack (AAS) fanFan key note is a typical for all F-1 through F-31 AAS on this side of the building. The locations were selected to keep the drawings from becoming too busy and still readable.
174002 M1-001In the drawing there are 5 places marked with reference point no. 3, is it only the 5 pieces we have to provide and install new arctic air stack (AAS) round damper (DMPR-1) and damper actuator (DA-1)Damper and Damper Actuators are to be installed at all AAS on this side of the building. The five locations are listed as typical for all and were selected to keep the drawings from becoming too busy and still readable.
18Schedule, we have to submit the offer on May 5th and then there are 90 days to approve the offer and NTP. Then the 240 days we have to carry out the project will come in a period when there are no ships to Thuls Air Base.
Would it be possible to move the period so that it fits with a ship. The Period of Performance will be amended to be 480 days to account for logistical considerations.
20Solicitation+-+FA252325R0002_Releasedpage 5 of 30Contractor shall provide additional 10% of the number of bolts, nuts, and washers for the arctic air stacks (AAS) for bench stock to the base maintenance contractor.
Can we be informed in the form of datasheets on existing bolts, nuts and washers which materials are required for stock? The bolts, nuts, and washers for the AAS are standard M20 bolts for the flange connections as listed in the drawings. 10% beyond what is required for installation will be required as bench stock for the base maintenance contractor.
24Solicitation+-+FA252325R0002_Releasedpage 7 of 30Period of Performance

In schedule on page 7, is noted that period of Performance, is from June 02 2025 to January 30 2026.

Based on the timeframe provided, when can the contractor expect the NTP to be issued? The Period of Performance will be amended to be 480 days to account for logistical considerations. The NTP is anticipated to be issued within 30 days of contract award.
274002 E5-001If new electrical installations are needed for Fans, dampers and actuators, can these be carried out with new Ridget conduits on the outside of the building? Some conduits may be exposed on the exterior where this reduces penetrations without compromising the integrity of the site it would be acceptable. Contractor would need to submit a variance with a drawing of the locations.
284002 M5-002Is there an existing flow resistance for AFAD001 - 126 for the flow the contractor needs to achieve? The exact flow resistance will differ from AFAD to AFAD but the designer believes that 8650CFM at 0.2inwc is adequate for the fan.
294002 E5-001If new installations are to be carried out on the inside of the building, are any of these installations to be carried out with HEMT interruption at the entrance and exit of the rooms? For bidding purposes the contrator shall assume all rooms are HEMP protected and all penetrations will require protection. Contractor should combine penetractions where able to reduce cost.
31How many HEMT rooms are adjacent to the building facades? For bidding purposes the contrator shall assume all rooms are HEMP protected and all penetrations will require protection. Contractor should combine penetractions where able to reduce cost.
