This is a 100 percent Total Small Business Set-Aside under NAICS 561621 and PSC J059, with a $25.0 million size standard.

Place of performance is Camp Pendleton North, California. Quoters must be original equipment manufacturers, authorized dealers, distributors, or certified service providers holding current active certifications in Avigilon Access Control Manager and Control Center/Unity systems, Stentofon intercoms, California CSLB C-10 Electrical Contractor licensure, and either C-7 Low Voltage Systems or BSIS Alarm Company Operator licensure. Quoters must document relevant experience with Mercury Access Control Hardware and HID Totguard Infant Protection Systems within the past 36 months and submit up to three recent relevant past performance projects from the past three years. OEM certifications and specialized experience may be satisfied through a subcontractor or teaming partner provided a fully executed Letter of Intent or Teaming Agreement is submitted identifying the subcontractor's role.

Required services include all contractor-furnished labor, parts, materials, tools, equipment, transportation, and supervision. The contractor must perform four quarterly preventive maintenance visits annually, routine repairs within 24 hours, and respond to emergent service calls within 4 hours including weekends and after-hours, with non-operational cameras repaired within 24 hours and specialized replacement parts allowed up to 90 days.

Award will be made on a firm-fixed-price basis to the responsible small-business quoter whose quotation is most advantageous, evaluated on technical capability, past performance (weighted as significantly more important than price), and price. Quotations must be submitted electronically in PDF format as a single file with pricing completed on the provided Quote Sheet attachment to dominic.n.gonzales.civ@health.mil. Amendment 0002 extended the deadline and clarified quotation instructions; vendors must acknowledge receipt of amendments and resubmit quotations.
