About this file
This is an Amendment 0002 Questions and Answers document for a Request for Quotation (RFQ) related to repair and maintenance services for Naval Hospital Camp Pendleton security systems.
The Q&A addresses four key inquiries from potential quoters. First, it clarifies that California CSLB C-10 Electrical Contractor licensing is mandatory in addition to C-7 or BSIS ACO licensing, despite the systems involving low-voltage work typically performed under C-7 licenses. Second, it confirms that OEM certifications, Mercury and HID Totguard experience may be satisfied through a subcontractor or teaming partner, provided that a formal, signed Letter of Intent (LOI) or Teaming Agreement is submitted with the quote explicitly identifying the subcontractor's role and technical responsibilities; quotes lacking a fully executed LOI will be deemed technically unacceptable. Third, in response to a compressed timeline concern, the Government extended the quotation deadline from September 24, 2026 at 2:00 p.m. PDT to September 25, 2026 at 8:00 a.m. PDT. Fourth, the document clarifies that the correct attachment reference is "Attachment 2 (Quote Sheet)" rather than "Attachment 3 (Quote Sheet)," and confirms this naming convention has been corrected on the Central Synthesis System (CSS). This amendment accompanies Amendment 0001, which added CLIN 3002 for Physical Security CCTV Service emergent calls covering the period December 30, 2028 through December 29, 2029.

Amendment 0002 RFQ Q&A
1. PWS 1.10.1 lists a CSLB C-10 Electrical Contractor license as mandatory in addition to a C-7 or BSIS ACO. The systems in the PWS are low-voltage work performed under a C-7. Will the Government confirm the C-10 is required for this scope, or accept the C-7 specialty license?
ANSWER: C-10 is Required.
2. May the OEM certifications and the Mercury and HID Totguard experience be satisfied through a subcontractor or teaming partner, with that partner's certifications and references submitted as part of our quote?
ANSWER: Yes, conditionally. OEM certifications, references, and experience may be satisfied through a proposed subcontractor or teaming partner. However, to ensure commitment and performance capability, any quote utilizing a subcontractor's credentials to meet these requirements must include a formal, signed Letter of Intent (LOI) or Teaming Agreement executed by authorized representatives of both the prime contractor and the subcontractor.
The LOI must explicitly identify the subcontractor’s specific role, technical responsibilities, and commitment to perform the technical requirements associated with these certifications. Quotes relying on subcontractor credentials without a fully executed LOI will be evaluated as technically unacceptable and will not be considered for award.
3. The RFQ posted 23 September at 1:58 PM PDT, Amendment 0001 followed at 6:50 PM PDT, and quotes are due 24 September at 2:00 PM PDT. Will the Government extend the due date to allow a complete response?
Extending to 8:00AM PDT September 25th, 2026
4. The Quoter Instructions reference "Attachment 3 (Quote Sheet)" while the posted file is "Attachment 2 (Quote Sheet).xlsx". Please confirm which is correct.
Attachment naming convention on the CSS has been corrected to Attachment 2 (Quote Sheet) on the quotations instructions.
