About this opportunity

The U.S. Army Corps of Engineers Louisville District is seeking construction services to renovate Facility 20145 at Wright-Patterson Air Force Base in Dayton, Ohio, through a Design-Bid-Build project that will reconfigure an existing high-bay space into secure laboratory facilities. The project involves constructing three additional elevated floors totaling 17,941 square feet above the existing basement and renovating 9,666 square feet of existing space to create modeling, simulation and analysis laboratories, control rooms, and a Network Operations Center. The construction will include a new endo-skeleton structure within the existing facility envelope, along with necessary upgrades to mechanical, electrical, plumbing, and communications systems to meet Intelligence Community Directive 705 requirements and various UFC and NFPA standards. The procurement will use a Single-Phase Best Value Tradeoff evaluation methodology to select the contractor. Following multiple amendments, the final proposal submission deadline is August 13, 2025, at 1:00 PM, with the most recent amendment correcting a typographical error in the price breakout schedule for asbestos abatement quantities.

This solicitation does not utilize any small business set-aside designations and is open to full and open competition. The contract includes base proposal work covering extensive facility renovation and asbestos abatement across multiple building levels, with estimated asbestos removal quantities ranging from 300 to 9,500 square feet for various materials including floor tiles, duct mastic, and pipe insulation. Two options are included for furniture, fixtures, and equipment installation that can be exercised within 365 calendar days from notice-to-proceed. The work will be performed at Wright-Patterson Air Force Base in Dayton, Ohio, creating approximately 27,607 total square feet of renovated and new laboratory space. The project involves complex construction within an existing building envelope while maintaining security requirements for sensitive research operations, requiring specialized expertise in secure facility construction and compliance with intelligence community standards.
