The Department of the Air Force Air Combat Command seeks renovation of Building 2606 (Base Chapel) at Mountain Home Air Force Base, Idaho, with sealed bids due September 30, 2026 at 12:00 PM MDT. This is a 100 percent Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, foreclosing competition outside that pool. Amendment 009, effective September 28, 2026, extended the deadline from September 28 to September 30 due to government delays in responding to Requests for Information.
Place of performance is Mountain Home AFB, Idaho. The NAICS code is 236220, Commercial and Institutional Building Construction, with a size standard of $45 million in annual receipts. The PSC is Z2FE, Repair or Alteration of Religious Facilities.
The scope encompasses design-build renovation across two construction phases while the facility remains occupied. Work includes kitchen and fire alarm system renovation, complete roof replacement (PVC and standing seam metal totaling 152 squares), window and door replacements, LED lighting facility-wide, HVAC replacement in mechanical room 111, fire suppression system installation, glue laminated beam replacement, concrete ADA-compliant work, hazardous materials abatement (asbestos, lead, PCBs, chlordane, mercury), new 300 kVA transformer, lactation room creation, and full restroom renovation for ABA compliance. Fire alarm scope specifies Silent Knight EVS Series sole-source equipment with integration into the AES IntelliNet 2.0 base-wide monitoring system, requiring a NICET Level III Fire Alarm Technician and Qualified Fire Protection Engineer review of shop drawings.
Total performance is 550 calendar days from Notice to Proceed, with an estimated project magnitude of $5 million to $10 million. Design deliverables are due at 30, 60, 90, and 100 percent milestones, each stamped by a licensed professional engineer and following MHAFB Design Standards 2026. All design review meetings must occur in-person at the base. Work restrictions apply on Sundays and specified religious holidays through December 2027; weekend and after-hours work is permitted at contractor expense. Davis-Bacon prevailing wage rates apply. Performance and payment bonds are required within 10 calendar days of award. Liquidated damages are $1,281.84 for the first day of delay and $396.96 for each additional calendar day. Evaluation criteria are quality (technical capability, approach, personnel qualifications, and prior experience on occupied renovation projects), past performance, and price. Offers must provide a minimum 90-day acceptance period. Two mandatory site visits were held August 3 and August 14, 2026. Questions deadline was August 7, with a second round due August 18, 2026. Contracting Officer is Jeremiah Burns (jeremiah.burns.1@us.af.mil); secondary contact is Natasha Lizama (natasha.lizama.1@us.af.mil).
