About this file

This document is a Questions and Answers (Q&A) file for federal contract FA489726Q0025 concerning the renovation of Building 2606 (Base Chapel) at Mountain Home Air Force Base. The solicitation is for design-build services requiring offerors to submit comprehensive quotes by August 24, 2026, covering all Statement of Work (SOW) items and applicable specifications with no design/plan submission required at the quote stage. Detailed design and project plans must be submitted after contract award, with deliverables due at 30%, 60%, 90%, and 100% design milestones, each stamped by a professional engineer. The total contract performance period is 550 calendar days following Notice to Proceed and encompasses both design and construction phases across two 180-day construction phases while the facility remains occupied.

Key project scope includes: HVAC system replacement in Room 111 (hydronic boiler/AHU system with options proposed at 30% design); complete roof replacement (26 squares TPO and 126 squares metal); LED lighting facility-wide replacement; new glazing per UFC 4-010-01 blast-resistant standards; fire alarm/mass notification system replacement (Silent Knight EVS sole-source); fire suppression system facility-wide; new 300 kVA transformer; hazardous materials abatement (ACM, lead, chlordane, mercury, PCBs); structural repairs including glulam beam replacement at patio cover; and mechanical room reconfiguration. Design services, including required in-person design review meetings at Mountain Home AFB, are priced within CLIN 0001. No bid guarantee or performance bond is automatically required for commercial items acquisition under FAR 52.212-1; however, this construction contract requires a bid bond (20% of bid price or $1,000,000 whichever is lower) and performance/payment bonds per RFO Part 28. Quotes must remain firm for 90 calendar days, with an option to revise if funding extends beyond 90 days post-submission. Design milestones are payable as progress against the approved schedule of values with no retainage assumed. Government review will not provide advance timing guarantees, but minimum two-week notice is required for all notifications and 45 days for nuclear density gage testing if needed. The facility must remain operational throughout construction with blackout periods every Sunday, Holy Days, and specified holidays through December 2027 during which construction disturbance shall be non-existent; weekend and after-hours work is permitted at contractor expense.

Questions and Answers FA489726Q0025 – B2606 Renovate Base Chapel

1. Can you provide me with a copy of the roofing/waterproofing specifications or direct me to where I can find them?

a. https://www.wbdg.org/dod/ufgs This location has all general guide specs that are editable and are required to incorporate all DoD roofing guidance.

b. https://digital.wbdg.org/versions/78810376-2a03-49cb-b029-086ff48ce1c8 This location is a general roof guidance for DoD that has our two roof styles.

Notice the additional UFC references within the UFC 3-110-03.

c. https://nibs-s3-wbdg3-production.s3.us-east- 1.amazonaws.com/FFC/AF/AFIFS/MHAFB_IFS_Final.pdf This location has additional guidance specific to Mountain Home AFB

2. Confirming existing fire alarm system to be completely removed and replaced.

Current occupancy will allow for no system to be in place during construction – or will we be required to have the system operational during construction?

a. The system will be permitted to be off line throughout the duration of both phases 1 & 2 of the project.

3. Confirming you do not want the existing brick planter to be demolished – only weatherproofed per the SOW document.

a. Confirmed. See SOW para 3.2.2.2.5. Exterior, brick planter outside window 102A. Do not demolish the planter. Do repair the planter per SOW.

4. The SOW states to propose new system options to replace the boiler, tank, and pump in Room 111. The next page states to demolish AHU-1 and AHU-2. The outdoor units also state are to be demolished. Confirming that the new mechanical system is a design build and seeking clarification as to whether or not that design is to be submitted as a package on 24 Aug 2026 or if we are supposed to price the system and deliver plans by the 30% milestone if selected as the GC?

- No designs are required with your submission package. Price the system and deliver the plans by the 30% milestone (or whichever time is directed by the SOW if stated differently).

5. Do you want the abatement included in the Sustainment and Repair number or separate from that number?

a. Split the abatement cost that is associated with the Sustainability work and include that abatement breakout cost with the Sustainability cost.

https://www.wbdg.org/dod/ufgs https://digital.wbdg.org/versions/78810376-2a03-49cb-b029-086ff48ce1c8 https://nibs-s3-wbdg3-production.s3.us-east-1.amazonaws.com/FFC/AF/AFIFS/MHAFB_IFS_Final.pdf https://nibs-s3-wbdg3-production.s3.us-east-1.amazonaws.com/FFC/AF/AFIFS/MHAFB_IFS_Final.pdf

b. Split the abatement cost that is associated with the Modernization and Repair work and include that abatement breakout cost with the associated with the Modernization and Repair cost.

6. I am not finding the as-built drawings listed in the SOW on the SAM.gov site – how would I access those documents?

- Please send a request directly to the listed Contracting Officers

(jeremiah.burns.1@us.af.mil, natasha.lizama.1@us.af.mil) for any missing/unprovided documentation.

7. Would you be able to clarify what is required for submission? My design team has asked if a set of plans for the project along with budgets is what is required or if you want a hard number for the SOW items and our plans would follow that?

- There is no design/plan submission required with your quote. Quotes should be comprehensive, meaning your price shall cover all SOW items and applicable specifications. Plans are not required at this stage. Detailed design and project plans are to be submitted after the contract is awarded.

- Formatting and Content: There is no required format or content other than completing page 2 of the solicitation document (Standard Form 1442). However, quotes will be evaluated based on the factors listed in clause 52.212-2 (on page 37 of the solicitation document). You may submit any documentation necessary to demonstrate superior quality and past performance.

8. Is there a bid form that is required for submission?

- There is no required format or content other than completing page 2 of the solicitation document (Standard Form 1442). However, quotes will be evaluated based on the factors listed in clause 52.212-2 (on page 37 of the solicitation document). You may submit any documentation necessary to demonstrate superior quality and past performance.

9. The solicitation states that funds are not presently available for this effort and no award will be made under this solicitation until funds are available. What exactly is required on 24 Aug 2026 – assuming each GC is to submit a preliminary set of plans with estimates of the proposed work for consideration? Or are we to submit a number to complete the work without a plan set for the work described in the SOW?

Meaning, is the base looking for cost estimates to determine if the project will move forward or is this a hard bid situation that will be awarded in the future based on the submitted number if the project moves forward.

mailto:jeremiah.burns.1@us.af.mil mailto:natasha.lizama.1@us.af.mil

- The government is not looking for cost estimates to determine if the project will move forward. The decision to move forward will be based solely on Department of War prioritization and availability of funds.

10. Section M identifies Past Performance as an evaluation factor but does not state a recency period, a required number of references, or a relevancy standard. Absent direction, offerors intend to submit up to three (3) projects completed within the past seven (7) years that demonstrate renovation of an occupied, continuously operating facility of comparable complexity. Please confirm this approach is acceptable. Section M, FAR 52.212-2(a), p.37

- Recency – defined as 6 years for construction contracts.

- Relevancy – must demonstrate renovation of an occupied, continuously operating facility of comparable complexity.

11. Please confirm the Government will consider past performance where the offeror performed as a first-tier subcontractor, as well as the relevant performance of proposed teaming partners and the design partner, as this experience is directly applicable to the requirement. Please also confirm that previously completed PPQs may be submitted where the same project has already been evaluated by the client.

Section M, FAR 52.212-2(a), p.37

- The government will consider past performance where the offeror acted as a first-tier subcontractor. However, the government is not obligated to consider past performance of “proposed” teaming partners unless an official teaming arrangement, letter of commitment, or letter of intent can be provided by the proposed teaming partner or subcontractor. Previously completed PPQs may also be submitted.

12. Section M does not identify a required past performance submission format. Please confirm the Government will rely on CPARS and SPRS records where available, and that where CPARS is not available the offeror may substitute a completed PPQ or a client reference letter. Section M, p.37; DFARS 252.204-7024, p.35

- Confirmed. The government will rely on CPARS, SPRS records, or any other reasonably available method at its disposal to evaluate past performance.

13. Section L does not prescribe a volume structure, page limits, or a delivery method.

Please confirm that offerors may organize the submission at their discretion — proposed as separate Quality, Past Performance, and Price volumes — that no page limitation applies, and that electronic submission in PDF by email to the Contracting Officer and Contract Specialist satisfies the requirement in SF 1442 Block 13a. Section L, p.35; FAR 52.212-1

- Confirmed. Offerors are granted broad latitude in how they organize their submission. However, all requirements, terms, and conditions dictated within the 1442 must be acknowledged and satisfied (i.e. acknowledgment of amendments, bid guarantees, offer acceptance period, price, offeror information, reps and certs, etc.)

14. The solicitation describes the requirement as construction only (SF 1442 Block 10, CLIN 0001), while SOW paragraph 3.2 requires a Design-Build effort with 30%, 60%, 90%, and 100% for-construction submittals stamped by a professional engineer.

Please confirm the SOW governs. Please also confirm whether design services, including the required in-person design review meetings at MHAFB, are to be priced within CLIN 0001 or established as a separate line item, and confirm that design deliverables are payable as progress payments upon Government acceptance of each milestone. SF 1442 Block 10, p.1; Section B CLIN 0001, p.4; SOW paras 3.1 and 3.2

- SOW governs in this instance. There are portions of work requiring construction only (design is provided by the government), and portions of work requiring design-build.

- Design services are to be priced in CLIN 0001. CLIN 0001 should include comprehensive pricing, inclusive of all statement of work and specification requirements.

15. SOW 3.2.1 requires a professional engineer on staff with a minimum of 10 years' experience in all disciplines associated with the work. Please confirm this may be satisfied by the offeror's design team collectively — a licensed Engineer of Record supported by discipline-specific licensed engineers — rather than by a single individual holding 10 years in every discipline. Please also confirm that identifying the A/E firm at time of offer by teaming agreement or letter of intent is sufficient, with individual resumes, licenses, and stamps provided after award. SOW paras 3.2.1, 3.2.1.1; Section M, p.37

a. Confirmed, “a licensed Engineer of Record supported by discipline-specific licensed engineers — rather than by a single individual holding 10 years in every discipline.”

b. Para 3.2.1.1 is the Design portion of the Design-Build technical evaluation prior to award but after offers are submitted. This is a general statement made in reference to section M.

c. A letter of intent or teaming agreement at the time of offer is sufficient.

d. Para 3.2.1 is a performance requirement and is applicable after award.

e. Para 3.2.1.1 is an evaluation factor to be considered for award and should therefore be submitted with the offeror’s quote.

16. Section M evaluates the qualifications of the proposed project manager, superintendent, engineer, and architect but does not state minimum experience levels or required certifications. Please confirm that no minimum thresholds apply beyond those stated in the SOW, that an individual may serve in more than one role where qualified, and that only these four roles are evaluated — with the Site Safety and Health Officer and Quality Control Manager identified after award. Section M, FAR 52.212-2(a), p.37; SOW para 4.7

a. Minimum required certifications for the A-E firm and design deliverable is stated in the SOW. Professional seal for the entire design submittal package.

b. It is recommended that the PM have 2years min on government projects of similar size and scale. PM should have a construction management degree or better or experience equivalent to the 2-year period and degree.

c. The QC Manager must be an individual with a minimum of 10 years combined experience in the following positions: Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager on similar size and type construction Contracts which included the major trades that are part of this Contract. The individual must have at least 2 years experience as a QC Manager. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification, safety compliance, and sustainability

d. The Contractor Quality Control (CQC) System Manager and Alternate CQC System Manager are required to have completed the Construction Quality Management (CQM) for Contractor’s course. If the CQC System Manager's certificate has expired, retake the course to remain current.

e. This project has several disciplines with multiple crews working simultaneously. Dual hatting for the QCM as the superintendent should be very limited and as a temporary substitution for no more than 5 consecutive days and not more than 3 occurrences in a 1-year period. The superintendent may temporarily serve a dual role as QCM for no more than 5 consecutive days and not more than 3 occurrences in a 1-year period. The Superintendent and QCM may dual hat as SSHO if both are qualified as

SSHO.

f. SSHO minimum requirements,

i. certified in the OSHA 30 Construction safety course, and

ii. 5-years of construction/industry safety experience or 3 yr CSP or safety and health degree and

g. Design specification will be reviewed for the above recommendations, and must have the provision for alternate CQC staff (QCM, SSHO, Superintendent) for the primary personnel unable to perform their assigned roles that may exceed 5 consecutive days and 3 occurrences within a 1-year period.

17. SOW 3.2.2.1 requires HAZTOX sampling, analysis, and abatement of all suspect materials (ACM, lead/TCLP, chlordane-contaminated soils, mercury, PCBs), with sampling performed after award but abatement required before any other work may proceed. Quantities and concentrations are therefore unknown at the time of offer.

Offerors request that the Government establish a not-to-exceed allowance or a separate bid item for abatement so that all offers are priced on a common basis. If no allowance is established, please confirm that conditions or quantities exceeding those disclosed in the solicitation will be addressed by equitable adjustment to price and period of performance. SOW paras 3.2.2.1, 4.3.1

- Conditions/quantities exceeding those disclosed in the solicitation, and conditions not reasonably discovered during the contractor’s site investigation, will be treated as unforeseen site conditions as appropriate. Contractors should quote to conditions that are known at the time solicitation. Unforeseen site conditions that arise following quote submission will be reviewed and addressed by equitable adjustment.

18. SOW 3.2.2.13 directs removal of the entire steam system and replacement with a hydronic system or packaged unit(s), with options to be proposed at the 30% design milestone. Since the system type is undetermined at time of offer, please confirm that offerors may price a stated basis of design and identify it in the proposal, and that a Government-directed selection of a different system at the 30% milestone will be addressed by equitable adjustment.

a. “with options to be proposed at the 30% design milestone” – Is intended to clean up unnecessary duct work, lines, wires, or supports for the new equipment and overall system.

b. offerors may price a stated basis of design and identify it in the proposal, and that a Government-directed selection

c. Scope of Work is to deliver hydronic boiler/AHU system.

d. Alternate systems at 30% are welcomed; if the alternate system after the

30% review is determined to be a benefit to the government, the system may be approved, or not.

e. Recommend the design of the alternate system include initial cost, expected life cycle, replacement cost, operations and maintenance cost, salvage cost (if applicable) for review and determination at the 30% design milestone.

19. SOW 3.2.2.5 provides approximate roof quantities (26 squares TPO to be replaced with fully adhered PVC; 126 squares metal to be replaced with new metal) and states design criteria shall be determined by the contractor per UFC 3-110-03.

Please confirm these quantities are Government-furnished for pricing purposes, and confirm that replacement or structural reinforcement of the existing 1/2-inch sheathing deck noted on the 1990 as-built (Sheet A-8), if required by code or discovered during demolition, is outside the base scope and will be addressed by equitable adjustment. SOW paras 3.2.2.5, 3.2.2.5.1, 3.2.2.6, 3.2.2.7

a. The quantities for square are approximate and for bidding purposes only.

b. The decking was observed to be wood sheathing on Phases 1 and 2 from inside the building looking up. No observations were available on phases 3 and 4.

c. Roof sheathing appears in some as built drawings, see also answer to question 21 below for As built drawings.

20. SOW 2.2 requires the chapel to remain open and occupied across two 180-day construction phases, and 2.2.6 lists recurring blackout periods (every Sunday plus Holy Days and holidays through December 2027) during which construction disturbance shall be non-existent. Please confirm that Saturday and after-hours work is authorized at no additional cost to the Government to maintain schedule, and confirm that the blackout periods in 2.2.6 — together with any additional special events or operational restrictions directed after award — constitute excusable delay that will not count against the 550-calendar-day period of performance or result in liquidated damages. SOW paras 2.2, 2.2.5, 2.2.6; FAR 52.211-12, p.17

- Weekend and after-hours work can be coordinated ahead of time if required.

However, the decision to perform work after hours is the contractor’s and the government will not be liable for additional associated costs.

- Blackout periods listed in para 2.2.6 should be accounted for and do not constitute government-caused delays. Any additional special events or restrictions directed after award will be coordinated ahead of time and may constitute government-caused delays, which could provide the contractor with additional time/compensation.

21. SOW 6.1 lists the 1955, 1958, 1966, and 1990 as-built drawing sets as available upon request. Please provide all as-built sets, the MHAFB AutoCAD .dwt template and layer states, and the specs-intact .SEC files referenced in paragraphs

3.2.1.4.1.2 and 3.2.1.4.2.2 as soon as practicable and extend the question deadline accordingly if they are released after 7 Aug 2026. Please also confirm the as-built drawings are provided for information only and that existing conditions materially differing from the as-builts will be addressed by equitable adjustment. SOW paras 6.1, 6.3, 6.4; Section J attachment list, p.27

- All documents listed “available upon request” must be requested via email to the listed contracting officers in the SAM.gov solicitation post.

22. The solicitation indicates that funds are not presently available for this award.

Please confirm whether FAR 52.232-18, Availability of Funds, applies and identify the anticipated fiscal year and date of funding availability. Please also confirm the Government's anticipated award date, the period for which offerors will be required to hold pricing firm (proposal acceptance period), and that the Government will permit offerors to revise price prior to award — or issue an amendment allowing revised pricing — if award occurs more than 60 calendar days after the 24 Aug 2026 submission date, given current escalation in materials and subcontractor pricing over a 550-calendar-day period of performance. SF 1442 Blocks 12/13a, p.1;

Section B CLIN 0001, p.4; FAR 52.232-18; FAR 52.212-1(c)

- 52.232-18 does not apply. The government is aiming to award this calendar year

(FY26) but that is based on availability of funds. If funds are not received this fiscal year, the government may award early FY27 (based on availability of funds and quote validity).

- Quotes must be good for 90 calendar days. If funding is received more than 90 days following receipt of quote, offerors will be given the chance to review/revise their quotes.

23. Existing drawings (Structural): Will we have access to the 1955, 1958, 1966, and 1990 roof/HVAC record drawings, including Sheet A-8 referenced for the patio-cover glulam beam and roof framing?

a. All available As-Built drawings are available, see also answer to question 21 above for As built drawings.

i. Roof and GluLam – See zip file 1.4_Base Chapel Repair Roof_HVAC.zip for MHAFB-DV-10965 (A-6) through MHAFB-DV-10968

(A-9) on are currently the only drawings available. There are details for the glu lam beam and adjacent members.

ii. See zip files for all other available as built drawings:

• Original Construction “1.1_Org CNS 22APRIL1955 AsBuilt.zip”

• 1958 Addition – “1.2_ADD1 11DECEMBER1958 AsBuilt.zip

• 1966 Addition – “1.3_ADD2 22APRIL1966 AsBuilt.zip”

• 1990 Repair Roof/HVAC – “1.4_Base Chapel Repair

Roof_HVAC.zip

• 2018 Kitchen remodel, FAC 2606 – “1.5_Chapel Kitchen

Renovation, B2606”

24. Existing-building evaluation (Structural): Is the structural scope limited to the elements directly modified by the project, or is a broader evaluation of the existing roof, floor, foundation, diaphragm, or lateral-force-resisting systems required?

a. Yes, LFR is required where additions and alterations affect load bearing components of the facility, all in scope work.

b. Current code applies to all load bearing additions and alterations. A design analysis with a narrative and calculations at each design milestone, based upon and citing current codes and requirements as of the 35% Design milestone. IBC, AFI, and UFC are required.

c. Example, raising the height of railing per SOW para 3.2.2.8.12 not a load bearing element, but code for railing height is a code requirement. No calculations may be needed but the Design analysis will need to touch on why the railing needs to be modified per code and what is proposed athletically. If the Design analysis is not sufficient for any design milestone, GOV review comments will indicate the missing data.

d. Example, SOW para 3.2.2.4 GLB carries a load from several, point load components, transferring the load to the columns to the foundation to the soil, all load bearing, all require a design analysis with the narrative and calculations, and proposed work. If the Design analysis is not sufficient for any design milestone, GOV review comments will indicate the missing data.

e. The responsibility for all codes and requirements fall upon the stamped Design and the elements listed in the SOW para 3.2.1. The Design analysis is required to include a full structural analysis as determined by the DOR as described in the SOW.

25. Glulam beam (Structural): Is the structural engineer expected to evaluate only the replacement beam, connections, and existing columns, or the complete patio-cover system, including roof framing, column bases, and foundations?

a. Scope of work includes a design build for the Beam and all load bearing element related to the beam. The design analysis will need to account for all loading on the beam and how it will be transferred through the beam, to the columns and foundation for review and approval.

b. The SOW assumes the design analysis will account and allow for the reuse for the existing metal columns. If new columns are required as a result of the design analysis, the new columns may be determined as a change in condition. For bidding purposes, inspect, refurbish, and reuse existing metal columns.

c. The concrete for the patio is in scope for a new finished surface to match exterior door thresholds at the patio and is in scope for the design analysis that will support the beam. The concrete foundation at the bottom of the column will also be load bearing.

26. Temporary shoring (Structural): Should shoring for the glulam replacement be designed by the structural engineer of record, or delegated to the contractor’s specialty engineer?

a. Means and methods, the responsibility of the Design is on the contractor, not the Government. The A-E firm hired for the project holds the responsibility for all aspects of the Design to include but not limited to temporary shoring and safety.

b. See SOW 3.2.1 Design for design requirements. The design analysis, specs and drawings will be reviewed for the determination for the temporary shoring. All code, to include but not limited to, USACE EM 385 safety requirements, all relevant UFC and IBC requirements is a requirement of the design is the responsibility of the DOR during the design phase, and the responsibility of the prime contractor throughout the entire duration of the project including Design, not the Government.

27. Roof scope (Structural): Is the structural scope limited to reviewing the new roof dead load, roof-deck condition, localized deck repairs, and wind-uplift attachment criteria, or is a complete evaluation of the existing roof framing and diaphragm required?

a. See UFC 3-110-03 which refers to additional UFC requirements for roof type.

b. If the decking or structural members are no longer sufficient beyond the 240-square-foot decking, the insufficient materials may be determined as an unforeseen condition.

28. Roof-deck repairs (Structural): Is the 240-square-foot deck replacement quantity a firm limit or an allowance? If deterioration exceeds that amount or extends into the supporting framing, will the additional design be handled as an added service or contract modification?

a. For bidding purposes, assume the 240 square-foot deck is in scope. Any additional work to address insufficient and unsuitable materials to include but not limited to roof deck (and supporting framing) beyond the quantity of 240 square-foot decking and will be understood to be a change in condition.

29. Exterior concrete (Structural): Will the Government or design-build team provide a topographic survey and geotechnical design information for the new landings, ramps, steps, and walkways?

a. No. This is a Design Build contract. If the DOR requires survey information the existing conditions are available presently and after award; field investigation and verification are means and methods.

b. The most current ABA, Architectural Barriers Act up to the 35% Design milestone is a requirement.

c. Note, pesticide contamination is suspect. See SOW para 3.2.2.1.2.4.3. Soil testing for pesticides and the MHAFB Environmental Specifications

6.4.1 Specs Intact file – “4.1_01 57 19_MHAFB Env Spec

20220614.SEC”

6.5.2 pdf file – “4.2_01 57 19_MHAFB Env Spec 20220614.pdf” (upon request)

30. Civil/structural division (Structural): Please clarify the division of responsibility for exterior grading, drainage, walkway and ramp geometry, concrete reinforcement, foundations, retaining conditions, and railing anchorage.

a. The A-E and DOR should be capable and competent for making these determinations, see also answers to question 29 above.

b. The drawings typically include walk ways and drainage in the C discipline. A Table of Contents for the specification is required at the 30% Design milestone and all is submitted for review and approval by the GOV.

c. It appears the elements listed belong to Civil but that is not a formal direction to the DOR which has the final determination to propose for GOV review and comments.

31. HVAC support (Structural): Should the structural proposal include evaluation and design of equipment supports, pads, anchorage, mezzanine or floor framing, penetrations, and localized reinforcing for the selected HVAC system?

a. Yes.

32. Fire-suppression system (Structural): Will sprinkler supports and seismic bracing be delegated to the fire-suppression contractor, with structural review of attachments, or is the structural engineer expected to design and verify supports throughout the building?

a. The responsibility for the loading of all elements for the work falls upon the A- E firm and the DOR, see also all UFC and IBC requirements will be reviewed in the design analysis and should be determined by the Designer of record (DOR) means and methods.
