About this file
This is Amendment 0002 to a federal solicitation issued by the U.S. Air Force on August 11, 2026, for Solicitation FA489726Q0025. The amendment is being issued by the 366th Contracting Squadron at Mountain Home Air Force Base, Idaho, with Jeremiah Burns serving as the Contracting Officer and Natasha Lizama as the Contract Specialist. The primary purpose of this amendment is to offer an additional site visit on Friday, August 14, 2026, at 0800 AM Mountain Daylight Time (MDT), with participants required to arrive at the MHAFB Visitor's Center at 0930 AM to ensure access. A previously scheduled site visit remains set for August 3, 2026, at 1000 AM MDT. All other terms and conditions of the original solicitation remain unchanged and in full force and effect.
The amendment also updates Section H (Special Contract Requirements) to include an expanded ombudsman section, specifications regarding elimination of Class I ozone-depleting substances, contractor access procedures to Department of the Air Force installations, a prohibition on use of Anthropic software and services on Department of War systems by September 15, 2026, and detailed site visit participation requirements including valid identification standards for base access. Additional requirements address weapons prohibition, vehicle gate access procedures, an August 7, 2026 deadline for questions, contact information for the contracting team, notification of potential interchanges with vendors, and commercial construction progress payment procedures. Transportation to the work site will not be provided by the Government.

Ombudsman
An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Deputy Director of Contracting, AFICC/KC(OL-ACC), 114 Thompson Street, Bldg 586, Room 129, Langley AFB, VA 23665, telephone
(757) 764-5372 (DSN 574-5372) email: acc.a7k1@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS)
(Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.
The ombudsman has no authority to render a decision that binds the agency.
Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements.
Such inquiries shall be directed to the contracting officer.
