The project addresses multiple failing facility components requiring renovation to restore the chapel to operational standards. The scope comprises two primary components: (1) Construction Only work involving fire alarm installation per the Building 2606 Fire Alarm Design package dated 19 December 2025, with integration of a new fire suppression system; and (2) Design-Build work encompassing all remaining renovation tasks. The Design-Build scope includes hazardous materials (HAZTOX) sampling, analysis, and abatement; masonry wall and exterior planter demolition; concrete work for ABA-compliant landings, ramps, and walkways; glue laminated beam replacement; complete roof replacement (PVC and Standing Seam Metal); window and door replacements; floor covering modifications; painting; ceiling replacement with new LED lighting; fire suppression system installation; HVAC system replacement in mechanical room 111; life safety upgrades; lactation room creation; and full restroom renovation for ABA compliance. The facility must remain operational during a two-phase construction approach, with Phase 1 occurring while Phase 2 remains fully functional. Work restrictions apply on Sundays and specified religious holidays and events throughout 2026 and 2027.

The contractor must provide a professional engineer with minimum 10 years' experience to develop design deliverables including 30%, 60%, 90%, and 100% design milestones, all stamped by a licensed professional engineer and following MHAFB Design Standards 2026. Design specifications must incorporate Division 01 sections from the United States Guide Specifications and the MHAFB Environmental Specification 01 57 19 unaltered. The period of performance is 550 calendar days (18 months) from Notice to Proceed, with a recommended schedule allocating 183 days for design phases and preconstruction, 180 days for Construction Phase 1, 180 days for Construction Phase 2, and 7 days for closeout. Key requirements include weekly Quality Control Management meetings, submission of cost breakouts allocating expenses between Modernization and Repair versus Sustainment and Repair, interim and final Forms 1354, and submission of a proposed Design-Build schedule within 10 days of kickoff. All design review meetings must occur in-person at MHAFB.
