About this opportunity
The Department of the Army National Guard is soliciting bids for industrial laundry services under solicitation W50S6W-26-Q-A001, specifically the rental, pickup, cleaning, and bi-weekly delivery of 2,000 lint-free shop towels and 15 to 25 protective overalls to Joint Base Andrews, Maryland. The contractor must furnish all tools, labor, equipment, transportation, and parts necessary to perform these services in compliance with the attached Performance Work Statement and Quality Assurance Surveillance Plan. Key requirements include NFPA 30-compliant fireproof containers for soiled and clean rags, laundered items that are entirely clean, dry, lint-free, odor-free, and wrinkle-free, and bi-weekly service delivery scheduled Tuesday through Friday between 7:00 a.m. and 5:00 p.m., excluding federal holidays. Evaluation will be based on three factors: price, technical capability to meet Performance Work Statement requirements, and past performance (evaluated on a pass/fail basis using CPARS and FAPIIS data). Proposals must be submitted by 4:00 p.m. Eastern Standard Time on April 24, 2026, with questions due by April 16, 2026, and all quotations must remain firm for 60 days after submission.
This is a small business set-aside acquisition under NAICS code 812332 (Industrial Launderers) with a $47 million size standard. The contract structure includes a 12-month base period beginning July 1, 2026, through June 30, 2027, followed by four optional one-year periods and a six-month extension through December 31, 2031, providing potential for a five-and-a-half-year engagement. An incumbent contractor is currently performing these services, though no phase-in or phase-out plan is required. The annual estimated workload includes 52,000 rags, 104 containers, and 1,820 overalls, with initial delivery of 2,000 rags and 35 overalls required within 30 days of contract award, distributed across four buildings on the installation. The Place of Performance is Joint Base Andrews, Maryland, and all contractor personnel require Real-ID credentials and base identification for access. Applicable wage determination requirements (No. 2015-4281) apply to the District of Columbia, Maryland, and Virginia, with mandatory Service Contract Labor Standards compliance and wage rate adjustments at each option year.
