About this file
This is a Questions and Answers document containing clarifications on two specific inquiries (Q2 and Q20) related to Solicitation W50S6W-26-Q-A001 for Rags Cleaning Services at Joint Base Andrews.
Question 2 addresses fire-resistant container requirements, specifying that the contractor must provide four 30-gallon containers for Initial Accumulation Points (IAPs) at designated locations: one beside the tool crib in Hangar 16, one at the temporary IAP in Hangar 9 (to be relocated to Hangar 8 post-water damage recovery), one in the vehicle maintenance bay of Building 3227, and one in the far-left bay of Building 3217. The contractor bears full responsibility for both initial provision and ongoing maintenance or replacement of these containers. Question 20 clarifies vehicle marking and placarding requirements, stating that contractor delivery vehicles require DOD-specific registration, placards, or markings only if hazardous materials are on board. All hazmat transport is subject to 49 CFR Department of Transportation regulations, with placarding requirements determined by the weight of single or multiple regulated hazmat materials, regardless of whether the delivery occurs on government or public property.

Solicitation: W50S6W-26-Q-A001 Questions and Answers Updates to Q2 and Q20
2. Please confirm the required quantity, size (10-14-gallon or 18-30-gallon), and placement locations for the fire-resistant container? Is the replacement or maintenance being the contractor’s responsibility?
Containers must be 30-gallon. These containers are to be placed at designated Initial Accumulation Points (IAP) at the following locations: one next to the tool crib in Hangar 16; one at the existing temporary IAP in the back corner of Hangar 9, which will be relocated to Hangar 8 once water damage recovery is complete; one within the vehicle maintenance bay inside Building 3227; and one inside the far-left bay of Building 3217. The contractor is responsible for both the initial provision and the ongoing maintenance or replacement of these containers.
20. Are contractor delivery vehicles required to display any specific DoD registration, placards, or markings to access Joint Base Andrews?
Only if there are specific hazards on board that require placards. Commercial vehicles carrying hazmat are regulated under 49 CFR Department of Transportation Regulations(DOT). Placarding is determined by weight of a single regulated hazmat or total weight of multiple differing regulated hazmat. It doesn’t matter if they’re on GOV or public property, they must be properly placarded.
