About this file

This is a Questions and Answers document for Solicitation W50S6W-26-Q-A001, addressing clarifications on a rags cleaning services contract for the Department of the Army National Guard at Joint Base Andrews. The contractor must provide bi-weekly pickup, commercial laundering, and delivery of 2,000 lint-free shop towels and 15 sets of protective overalls (five sets per member for three members, with capacity to expand to five members for a maximum of 25 sets). The contractor is responsible for furnishing all equipment, labor, transportation, and laundering services using commercially acceptable mass production laundry facilities. Services are required Tuesday through Friday between 0700-1700 hours, except on recognized U.S. holidays or government closings, with all four delivery locations (Buildings 1228, 3119, 3217, and 3227 at Joint Base Andrews) serviced on the same day.

Key operational requirements include initial mobilization within 30 days of contract award, maintenance and replacement of one 10-gallon NFPA 30-compliant fireproof container per site, off-site laundering with commercial industry standards, and color-coded rag distinctions by building. Contractors must comply with Service Contract Labor Standards and may use subcontractors provided SCLS wage requirements are met. Pricing should be submitted as a single flat monthly rate per CLIN covering all deliverables, though detailed cost breakouts are encouraged. The contractor must account for a 10 percent loss, damage, or unserviceable factor in pricing. Contractor personnel require Real-ID for base access, and the contracting officer will assist with base coordination. A wage determination (No. 2015-4281) applies with wage rate adjustments exercised at each option year. The contract includes a base period, option years, and a six-month extension (CLIN 5001) through December 2031, with an incumbent contractor currently performing services but no phase-in/phase-out plan required.

Solicitation: W50S6W-26-Q-A001 Questions and Answers

1. Please confirm whether the initial delivery of 2,000 shop towels and 15–25 overalls is Government-furnished inventory or contractor-provided inventory that the contractor must purchase and replace?

· The contractor must provide 2,000 rags and five sets of overalls for 3 to 5 members. See PWS Section 5.1.1-5.1.2

2. Please confirm the required quantity, size (10-14-gallon or 18-30-gallon), and placement locations for the fire-resistant container? Is the replacement or maintenance being the contractor’s responsibility?

· One 10-gallon container for each site.

· COR will provide placement locations.

· Yes, the maintenance and replacement of the containers are the contractor’s responsibility.

3. Are there specific approved cleaning agents, disinfectants, or laundering processes required for compliance with PWS (i.e.: NFPA or military sanitation standards)?

· No specific cleaning agents.

4. Is on-site washing capability required at or near Joint Base Andrews, or is off-site commercial laundering permitted provided all security and chain-of-custody requirements are met?

· Washing must be done off-site. Laundered shop rags and overalls must be accomplished by commercially acceptable practices utilized by mass commercial production laundry facilities in accordance with industry standards. See PWS Section 5.2.

5. For bi-weekly pickup and delivery, please confirm whether scheduling flexibility is allowed for holidays, mission changes, or base operational delays?

· The contractor shall provide services between the hours of 0700-1700 on Tuesday through Friday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. See PWS Section 1.4.1, 1.4.2, and 5.3.

6. Is there a requirement for contractor personnel to be full-time employees under Service Contract Labor Standards (SCLS), or are subcontractors and owner-operator labor models permissible?

· The Service Contract Labor Standards (SCLS) do not mandate that contractor personnel be full-time employees. The primary purpose of the SCLS is to ensure that service employees are compensated with at least the minimum monetary wages and fringe benefits that prevail in the locality. This applies to all "service employees," regardless of whether they are full-time, part-time, or temporary. The regulations focus on the nature of the work being performed, not the number of hours worked per week. The use of subcontractors is permitted. However, the prime contractor is responsible for ensuring that all subcontractors adhere to the SCLS requirements. See the SCLS clause, 52.222-41.

7. What is the required timeframe for initial mobilization and full service readiness following contract award?

· Within 30 days after contracting award. See PWS Section 5.3.1.

8. Are washers, dryers, and laundry equipment expected to be contractor-owned, or is any Government-furnished equipment available for use?

· The contractor shall furnish everything required to perform the service. See PWS Section 4.1.

9. Who is responsible for replacement costs, in the event of lost, damaged, or unserviceable shop towels or overalls during contract performance?

· An assumed 10% loss, damaged, or unserviceable factor should be included in the pricing.

10. Protective Overalls, are they disposable and are they one size fits all or should they be in multiple sizes. If so, what is the size breakdown?

· No, the overalls are not disposable.

· The required sizes will be provided to the contractor following contract award.

11. The PWS references "between 15 to 25 overalls" throughout the document. For accurate pricing purposes, can the Government confirm the exact number of overalls to be included per cycle (i.e., should offerors price to 15, 20, or 25 sets)?

· The current need is for 15 sets of protective overalls (5 for each of the 3 members), with the additional requirement to supply up to two more members, for a maximum of five.

12. The PWS states "five sets of overalls for 3 to 5 members every two weeks." Can the Government clarify: is the requirement five sets per member (totaling 15–25 sets across all members), or five total sets shared among all members?

· The requirement is five sets per member.

13. Can the Government provide the specific top and pant sizing requirements for overalls now, or will those be provided post-award? If post-award, what is the expected timeframe for sizing information to be provided to the contractor?

· Sizing information will be provided within approximately 10 days following the contract award.

14. Are the NFPA 30-compliant fireproof storage containers required to remain permanently on-site between bi-weekly pickups, or are they exchanged (soiled container removed, clean container delivered) at each visit?

· Containers can remain on-site unless the rags are contaminated with hazardous materials.

15. Are all four delivery locations (Buildings 1228, 3119, 3217, and 3227) to be serviced on the same day in a single trip, or on separate scheduled days?

· Yes, all locations shall be serviced on the same day.

16. Is the red/white rag color distinction for each building a firm contractual requirement, or is it a preference subject to discussion with the COR?

· Yes, the rag color distinction for each building is firm.

17. Can the Government confirm the exact number of fireproof containers required per building (e.g., one soiled + one clean = two per building, or a different configuration)?

· One container for soiled rags.

18. Is a site visit available prior to the quote due date of April 24, 2026, so offerors may assess access points, parking, delivery logistics, and container placement at each of the four buildings? If so, please provide a scheduled date, time, and point of contact.

· A site visit is not scheduled at this time. However, should a site visit be deemed necessary, the announcement will be posted on Sam.gov.

19. What is the typical processing time for a contractor to obtain base identification, and vehicle passes at Joint Base Andrews? Will the Government assist in expediting this process following contract award?

· The COR will assist with base access and delivery coordination.

· Allow two days for the visitor center to process background checks.

· Make sure delivery personnel have a Real-ID or they will not be permitted on base.

20. Are contractor delivery vehicles required to display any specific DoD registration, placards, or markings to access Joint Base Andrews?

· No specific DoD registration.

· The vehicles should have the company logo on them.

21. CLIN 5001 is identified as an "Extension" for 6 months (Jul–Dec 2031). Is this extension exercised under FAR 52.217-8 (Option to Extend Services), and should offerors price this CLIN at the same monthly rate as Option Year 4 (CLIN 4001)?

· Yes, this is extension exercised under FAR 52.217-8. Offerors should price this CLIN at the same monthly rate as Option Year 4.

22. Will the Government exercise wage rate adjustments under FAR 52.222-43 at each option year exercise, or only when the applicable Wage Determination (No. 2015-4281) is formally revised?

· The government will exercise wage rate adjustments under FAR 52.222-43 at each option year exercise. The adjustment is based on the contractor’s actual increased costs. If a contractor is already paying employees more than the minimum rate specified in a new wage determination, they would not be entitled to an adjustment for that difference.

23. Should pricing be submitted as a single flat monthly rate per CLIN covering all deliverables (2,000 rags + overalls + containers + laundering + bi-weekly delivery), or should offerors break out costs by line item within each CLIN?

· Offerors are required to submit pricing as a single flat monthly rate for each CLIN using the Attachment 3 Pricelist or similar format. While not mandatory, a detailed cost breakout is encouraged to facilitate the evaluation. As the Government reserves the right to award based on the initial submission without seeking clarification, it is to your advantage to provide information that is as complete as possible.

24. PWS Section 5.3.4 states shortages shall be "replaced during the next delivery date." Will a cost deduction be assessed for the shortage period between the missed delivery and replacement, or only if the replacement is not made by the next scheduled delivery?

· Shortages must be replaced within one (1) workday. PWS Section 5.3.4 will be updated in the resultant contract. The Government may terminate the contract for cause in the event of any default by the Contractor, or if the Contractor fails to comply with any contract terms and conditions, or fails to provide the Government, upon request, with adequate assurances of future performance. In the event of termination for cause, the Government will not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law. Refer to clause 52.212-4.

25. Is there an incumbent contractor currently providing these services? If so, is there a known transition or phase-in/phase-out plan the incoming contractor should account for in their technical approach and pricing?

· There is an incumbent contractor. No phase-in/phase-out plan.

26. DFARS 252.204-7021 (CMMC) references a blank field for the Contracting Officer to insert the required CMMC level. Can the Government confirm what CMMC level is required for performance under this contract?

· This clause is not applicable. It will be removed from the resultant contract.

27. Can you please tell me whether or not the reference to a count of 35 uniforms is a typo? Everywhere else within the solicitation the maximum count is 25.

· It is a typo. The maximum count is 25. The PRS section of PWS will be updated in the resultant contract.
