About this opportunity
The Department of Veterans Affairs Technology Acquisition Center Austin seeks Initial Outfitting, Transition, and Activation (IOTA) services for a new Martinsburg, West Virginia warehouse under solicitation 36C77626Q0274, with quotations due November 4, 2026 at 10:00 a.m. Eastern Time. The Set Aside line reads "No Set-Aside Used." The procurement is firm-fixed-price under NAICS 541614, Process, Physical Distribution, and Logistics Consulting Services, and PSC Q702.
Place of performance is the Martinsburg, West Virginia warehouse, where the facility comprises 187,000 net usable square feet housing over $51 million in emergency management equipment and supplies. Base tasks cover project management, interior design and FF&E and space planning, concept of operations and transition planning, and acquisition planning and package development. The base period runs December 1, 2026 through October 31, 2028 (23 months). An optional period from November 1, 2028 through May 31, 2029 (7 months) covers relocation, activation, and post-occupancy support, priced separately and exercisable by modification. Existing furniture from the Foxcroft and warehouse locations is designated for reuse.
Three key personnel are required: an IOTA Activation Project Manager with five years of project management and IOT&A experience, an IOTA Senior Designer with five years of facility design experience and active NCIDQ or CHID certification, and an IOTA Senior Transition Planner with three years of transition planning experience. Key personnel are rated pass/fail against minimum PWS requirements. Attachment M designates all listed labor categories as LOW sensitivity requiring NACI clearance, with no MODERATE or HIGH positions. The contractor must use a Government-provided SharePoint site and the OCAMS Activation tool for change management, risk management, and work breakdown structure tracking.
Pricing requires labor rates for four periods. Travel is estimated and added by the Government at award and is excluded from the Total Evaluated Price. Other direct costs may be entered as firm fixed prices. Travel beyond 50 miles requires pre-approval.
Evaluation is best value. The technical submission is assessed for confidence in the approach and detail of the management plan, with a technical approach limited to 8 pages. Past performance on relevant contracts within three years is rated High Risk through Very Low Risk or Neutral. Price is assessed for reasonableness through comparative analysis.
Amendment 0001, issued October 22, 2026, answers offeror questions and replaces the PWS with the 9.30.2026 UPDATED version. Offerors must acknowledge the amendment before the deadline. Technical questions were due October 14, 2026, and that window has closed. A further file, 36C77626Q0274 0002, posted October 28, 2026.
