About this opportunity
The Department of Veterans Affairs Technology Acquisition Center Austin is seeking Initial Outfitting, Transition, and Activation (IOT&A) services for the new Brainerd Multi-Specialty Clinic in Minnesota, a comprehensive project management and activation support contract for expanding veteran healthcare services. The solicitation requires contractors to provide project management, interior design, space planning, furniture and equipment procurement, transition planning, warehousing, relocation services, staff training, and facility activation support for a new 41,052 net usable square foot outpatient clinic. Evaluation will be conducted using a best value approach under FAR Part 13, assessing key personnel qualifications (pass/fail), technical submission methodology, past performance on federal contracts, and pricing reasonableness. The contract structure includes a 12-month base period from August 18, 2025 to August 17, 2026, with two additional 12-month option years. Quotes are due by July 8, 2025 at 10:00 AM Eastern Time, with award anticipated around August 18, 2025, and the projected first day of clinical services scheduled for April 26, 2028.
This procurement is designated as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a firm-fixed-price contract structure and an expected total contract value of up to $20 million. The project involves expanding the existing St. Cloud Veterans Healthcare System's Brainerd facility by 15,733 net usable square feet to create a comprehensive multi-specialty clinic with 230 parking spaces. Performance will occur primarily in the St. Cloud, Minnesota area, supporting the enhancement of veteran access to mental health, rehabilitation, audiology, and other specialty medical services through the Patient-Aligned Care Team (PACT) design. The contract spans three years total, with the base year focusing on planning and design activities, while option years cover acquisition, warehousing, relocation, and activation phases. This initiative stems from Congressional approval in Fiscal Year 2018 for major VA lease projects aimed at improving healthcare access for veterans in their respective regions.
Notice text
In Fiscal Year 2018, the United States Congress approved numerous major leases for the
Department of Veterans Affairs to enhance services for Veterans. The parent facilities, such as
Saint Cloud VA Healthcare System, are collaborating with VA Office of Real Property and
other support offices to secure lease award for developers committed to creating new sites of
care for VA use.
The Brainerd CBOC Major Lease project proposes a new outpatient clinic in the Brainerd, MN
area. The facility will cover approximately 41,052 net usable square feet (NUSF), expanding
the current footprint by 15,733 NUSF. This clinic will provide 230 parking spaces and will
accommodate the Patient-Aligned Care Team (PACT) design, enhancing access to mental
health, rehabilitation, audiology, and several other specialty services. These expansions aim to
improve access and provide comprehensive care for Veterans in their respective regions.
