About this opportunity
The Department of Veterans Affairs Veterans Health Administration is seeking Initial Outfitting, Transition, and Activation (IOT&A) services for the Brainerd Multi-Specialty Clinic through a pre-solicitation notice. The procurement will support establishing a new outpatient clinic in Brainerd, Minnesota, designed to enhance healthcare services for veterans by expanding current medical facility capabilities. The contract will be a firm-fixed-price arrangement with an anticipated 36-month performance period, focusing on bringing the new facility into full operational status. Potential offerors must submit any questions via email to Michele.Laser@va.gov and Heidi.Gallaher@va.gov by the specified deadline, with the solicitation expected to be posted on March 14, 2025, and responses due by April 10, 2025. Interested contractors must carefully review the qualification requirements, which include being verified as a Service-Disabled Veteran-Owned Small Business (SDVOSB) and meeting the small business size standard for NAICS 541614.
The contract is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses, providing a targeted opportunity for this specific business category. The new clinic will encompass approximately 41,052 net usable square feet, representing an expansion of 15,733 square feet over the current facility, and will include 230 parking spaces. The facility will feature a Patient-Aligned Care Team design to provide comprehensive services including mental health, rehabilitation, audiology, and other specialty medical services. While specific award value details are not explicitly stated, the project is part of a broader congressional initiative to enhance Veterans Affairs healthcare infrastructure. The parent facility supporting this project is the Saint Cloud VA Healthcare System, which is collaborating with the VA Office of Real Property to develop this new site of care. Potential offerors should note the solicitation will be processed using FAR Parts 12, 13, and 37, and will require careful attention to the specific SDVOSB verification requirements.
