About this opportunity
The Department of the Army Medical Command is soliciting proposals for Psychological Health Program Support Services to the United States Army Reserve Command (USARC), with the due date extended to June 23, 2026. The acquisition is a 100% small business set-aside, foreclosing competition outside that pool.
Place of performance includes regional Army Reserve centers distributed across four regional divisions spanning Wisconsin, Illinois, Texas, North Carolina, Alabama, New Jersey, Virginia, Pennsylvania, Minnesota, and Missouri, with primary administrative oversight at Fort Bragg, North Carolina. The contractor shall serve approximately 200,000 Army Reserve Soldiers and 16,000 family members annually across all U.S. territories identified in Amended Exhibit A.
Required staffing comprises 17 Regional Directors Psychological Health (RDPH), 8 Nurse Case Managers (NCM), 2 Regional Director Psychological Health Team Leads (RDPH-TL), and 2 Administrative Assistants (AA). The base period runs 11 months (September 29, 2026 through August 28, 2027), preceded by a 30-day transition period, with four optional one-year periods available. Services include assessment, short-term counseling, mental health referrals, clinical case management, traumatic event response, training, and behavioral health support to promote mental fitness and operational readiness.
Contractors must comply with Service Contract Act wage determinations for Administrative Assistant positions, obtain Common Access Cards, complete background investigations, and hold professional liability insurance of $1,000,000 per occurrence and $3,000,000 aggregate. All personnel must be subject to mandatory training including Anti-Terrorism Level I, OPSEC, iWATCH, Cyber Awareness, and HIPAA/Privacy Act certifications. Performance locations require standard business hours (0800–1700, Monday–Friday) plus Battle Assembly weekends as operational requirements dictate. Psychological Health Services has been designated mission-essential under DODI 3020.37. Award will be made on a best-value basis with past performance weighted significantly more important than price; the Government intends to award without discussions unless clarifications are necessary. Amendment 0003, effective June 16, clarified that all pricing must be submitted exclusively in Volume V, with compensation plan entries limited to base rate and fringe benefits columns. NAICS 621330, PSC Q519.
