About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 seeks complete renovation of Building 10 at the Tuskegee Campus to accommodate Community Care and Call Center operations, with sealed electronic proposals due September 4, 2026 at 11:00 AM EST. This is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses, foreclosing competition outside that pool.
Place of performance is Tuskegee, Alabama. The project scope encompasses hazardous materials abatement, complete demolition of existing utilities and interior systems, structural repairs including floor and roof slab replacement with retention and repointing of exterior masonry walls, addition of an elevator and new stairwells for accessibility compliance, and replacement of all windows, exterior doors, and copper gutters with storm water connections. The Call Center will include sound baffling for patient privacy. The two-story brick building, constructed in 1923 and approximately 12,800 gross square feet, is currently vacant. Following renovation, the facility will serve outpatient operations for Whole Health and Telehealth programs.
The contractor must complete all work within 558 calendar days from Notice to Proceed. Contract magnitude is estimated between $10 million and $25 million under NAICS 236220, Commercial and Institutional Building Construction. A mandatory site visit is scheduled for August 6, 2026. A bid guarantee of 20% of the proposal price (not to exceed $3 million) is required, with Performance and Payment Bonds due within 10 days of award.
Evaluation criteria prioritize past performance significantly more than price, with award on a firm-fixed-price basis representing best value. Offerors must complete a Past Performance Questionnaire with references, an Experience Modification Rate Form with OSHA 300 data for calendar years 2023–2025, and an itemized cost breakdown across 16 MasterFormat divisions. Davis-Bacon Act prevailing wage rates apply. Offerors must be registered in SAM.gov and SBA certifications.sba.gov, and comply with VETS-4212 reporting. Level IV Infection Control and Risk Assessment measures, AISC certification for structural steel, and specialized security systems integration (Avigilon ACC7 cameras and Lenel-S2 OnGuard PACS with PIV authentication) are required.
