About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs, W.J.B. Dorn VA Medical Center in Columbia, South Carolina for the Tuskegee-Renov Bldg 10-AL project (619A4-23-105). The amendment posts responses to all pre-bid Requests for Information (RFIs) and states that all other terms and conditions remain unchanged.

The pre-bid RFI responses address project-specific requirements for renovation and construction work on Building 10 at the Tuskegee VA Campus. Key details include: the building is currently vacant; contractors are responsible for sales tax compliance per FAR 52.229-3; Procore construction management software is permissible if VA retains access; materials stored on-site or in bonded off-site warehouses may be considered for monthly progress payments under VAAR 852.232-71; no Economic Price Adjustment clauses are included, placing tariff cost risk on the contractor unless FAR 52.229-3 applies for after-imposed tariffs; the Notice to Proceed will issue after bonds are received and approved at the pre-construction meeting; the bid validity period cannot be reduced below stated requirements; and no individual may serve in dual roles (SSHO, QCM, Superintendent). The contractor must provide site office/trailer with utilities, procure testing and laboratory services, engage a qualified testing/inspection agency for Division 28 work at contractor expense, and complete subsurface exploration and geotechnical engineering for temporary shoring design. The project requires Level IV ICRA, AISC certification for structural steel, and extensive coordination on asbestos/lead abatement, mold remediation assessment, roof specifications (30-year AZ50 Galvalume steel panels, 24 gauge; Type II Class 2 polyisocyanurate insulation; 1/2" cover board), and security systems integration including Avigilon ACC7 cameras (VERSION 7/8 licenses required) and Lenel-S2 OnGuard PACS (ACM6 version) with PIV certificate-based authentication for all access-controlled openings.

RFI's VA Response

Is this project exempt from sales tax? If so, will the VA provide a tax exemption certificate for material purchases?

No please refer to RFO 52.229-3, Builders typically are considered the consumer of materials that become part of real property and are therefore responsible for sales or use tax, unless state law explicitly exempts them.

Will the VA permit the use of Procore or an equivalent construction management software platform for submittals and project communications?

Yes, Procore is permissible as long as the VA can access the software platform.

Will payment applications be accepted for materials stored on-site or in a bonded off-site warehouse?

SEE VAAR 852.232-71

The Contracting Officer will consider for monthly progress payments material and/or equipment procured by the Contractor and stored on the construction site, as space is available, or at a local approved location off the site, under such terms and conditions as the Contracting Officer approves, including but not limited to the following—

(1) The materials or equipment are in accordance with the contract requirements and/or approved samples and shop drawings;

(2) The materials and/or equipment are approved by the resident engineer;

(3) The materials and/or equipment are stored separately and are readily available for inspection and inventory by the resident engineer;

The materials and/or equipment are protected against weather, theft and other hazards and are not subjected to deterioration;

and The Contractor obtains the concurrence of its surety for off-site storage

Will the Government consider including an Economic Price Adjustment (EPA) clause to address significant fluctuations in material pricing?

There are no EPA clauses in the solicitation or contract.

If tariffs are imposed on materials (e.g., steel, wood) after bid submission but before award, will the Government allow a price escalation even if the materials remain Buy American–compliant?

Without an EPA clause:

contractor faces cost risk— tariff increases are generally not reimbursable.

FAR 52.229-3 included:

contractor may be entitled to an equitable increase to cover the after-imposed tariff, subject to warrant and timely CO notice.

Buy American compliance does not prevent tariff recovery; they’re evaluated independently.

Will the Government provide detailed requirements for contractor badging? Please clarify the PIV process, including documentation, background checks, and estimated processing time.

Yes, this will be provided to the prospective awardee.

How soon after contract award does the Government anticipate issuing the official Notice to Proceed?

NTP will be issued after all bonds are received and agreed upon at Pre-Con meeting.

Will the Government consider reducing the required bid validity period (e.g., to 60 days) to account for inflation and contractor pricing risk?

No

Can the Government confirm the stated contract duration is accurate, considering phased access and execution requirements?

Yes, it is accurate

Can we use CPARS instead of PPQs? Please refer to the solicitation to be considered responsive.

May one individual serve in dual or multiple roles (SSHO, QCM, Superintendent) if fully qualified?

No

Will the VA accept a designated alternate SSHO or QCM during off-hours/night shifts to satisfy continuous presence requirements?

Yes,alternates must meet the requirements

Will the contractor be required to provide a site office/trailer, or will space within the facility be made available?

Contractor shall provide site office/trailer and the utilities needed for it

Will designated parking and staging areas be provided for contractor personnel and deliveries? Will the VA provide laydown space or containers, or must these be arranged off-site?

CS103 Parking was discussed with VA-VA to answer this one

Will the VA provide and hire the commissioning agent, or is the contractor responsible?

VA preferrred method is through the AE Contract or VA's Blanket Purchasing Agreement

Will the VA or the General Contractor be responsible for procuring and paying for testing and laboratory services?

General Contractor

What ICRA level is required for the project? Level IV

Will the VA provide recent asbestos and lead survey reports?

Question 2: If abatement is required, will the VA identify known ACM/LCM locations?

The most recent version of the asbestos reinspection does not include Building 10 since it was closed at the time. No lead-based paint testing has been done on a campus-wide basis. There is no LBP data available for that building. Based on the age of the building, contractor will need to account for ACM and LCM

Does the existing roof have an active warranty? If so, who holds it and who is the manufacturer?

No, See spec section 02 83 33.14

Does the VA have an existing fire alarm/security service provider?

If so, please provide contact information for required coordination.

The VA does not have fire alarm services for building #10

Will the facility remain occupied during construction, or will temporary relocation of staff/equipment be required?

Vacant building

Will demolition of major systems (e.g., AHUs, utilities) require after-hours or phased work to minimize disruption?

Yes

Will the VA provide temporary cooling/heating during system cutovers? If not, should the contractor include them?

Contractor shall include

Is American Institute of Steel Construction (AISC) certification required for fabrication and/or erection of structural steel?

Yes, per spec 051200 Section 1.5

Extensive mold and mildew was observed throughout the interior -on floor finishes, corridor walls, and over the full height of the wood furring at the interior face of the exterior walls. Is microbial remediation included in the contract scope?

Has a microbial assessment been performed, and if so may we have it?

How will quantities beyond the documented abatement scope be handled?

CAVHCS has not performed a mold assessment of this building. One would need to be performed by the contractor or third party, and remediation would be based on their recommendations.

A VA project sign at the building advertises Project #619A4-22- 901, 'Repair / Replace the roof on Building 9 and 10.' Please confirm whether that roof work has been completed on Building 10?

whether the roof assembly removal and replacement in this solicitation is still required in full?

The roof work of this project only pertains to Building 10.

Who is responsible for the design and stamping of the temporary shoring required to stabilize the exterior masonry walls during removal and replacement of both floor slabs and the roof assembly? Please confirm whether a shoring design is available and whether the existing masonry has been assessed for its ability

Contractor will have to complete subsurface exploration and geotechnical engineering to be shored. evaluation.

Has the existing floor framing / floor system been assessed for water-related deterioration? Please confirm the existing floor construction at the stair openings, and whether any allowance or contingency is carried for structural repair beyond the documented replacement scope.

VA and ACG PM to determine if allowance or contingency is necessary for repair work beyond the documented replacement scope.
