About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center intends to award multiple indefinite delivery, indefinite quantity contracts to design, develop, and manufacture power supplies ranging from low voltage to 20kVDC for various military aircraft over a ten-year period. The agency plans to award up to six contracts utilizing full and open competition under FAR Part 6, with evaluations based on technical acceptability, past performance, and price. A draft request for proposals will be posted within five to ten days for industry review and comments.
Two of the contracts will be set aside for small businesses. The estimated total value of all contracts is $800 million. Initial requirements include first article samples and production quantities for three national stock numbers related to aircraft power supplies, with estimated annual production quantities of 150 units and delivery timelines ranging from 18 to 24 months for first articles and 9 to 12 months for production. Additional national stock numbers may be added to the contracts later on.

This effort was originally synopsized under SPRWA1-18-R-POWERSUP, SPRWA1-18--R-POWERSUP1, SPRWA1-18-R-POWERSUP2 as a Request for Information for NAICS 335311- Power, Distribution, and Specialty Transformer Manufacturing, NAICS 334419 -- Other Electronic Component Manufacturing, and 335999 -- All Other Miscellaneous Electrical Equipment and Component Manufacturing, respectively.
The Government plans to award a 10 year Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) with a 5 year basic ordering period and a 5 year optional ordering period in support of power supplies ranging from low voltage to upwards of 20kVDC on various military aircraft. The purpose of this effort is to award competitive contracts as implemented by Federal Acquisition Regulation (FAR) 6.102. Firm Fixed Price Contracts are anticipated. The Government anticipates awarding up to 6 contracts, with 2 contracts being set-aside for small business, which will require awardees to design and develop power supplies from Form, Fit, Function & Interface (F3I) or other data, samples, etc. provided by the Government and manufacture spares of their new designs.
The Government plans to use Technical Acceptability and Small Business Acceptability with Past/Present Performance and Price trade off source selection as defined in FAR 16.504 (c)(1)(ii). The cumulative estimated value of all contracts is $800 million.
