Solicitation SPRWA1-19-R-0007 PS2 Questions and Answers #5
Question: (Ref:“48_G254084_49956_NULL_CM_0047_CM_NULL_0001_49996_U_N_Y_N_N_Y_D.”) It is assumed that the TWT will be supplied by Raytheon as a critical component. Is that a correct assumption, or is the scope of work to replace the TWTs as well?
Answer: Raytheon will not supply Traveling Wave Tubes (TWTs ).
No, the scope of the work does not include replacing the TWT.
Question: Is the government supplying the TWT units for early testing and for production?
Answer: No, the government does not intend to provide TWT units prior to award. The drawings provide adequate data to produce the power supply without having the TWT for testing purposes. If requested after award and TWT units are available, Security Clearance is required to gain access to this information. Each contractor would be responsible for obtaining security clearance at their own expense.
Question: Does the government have alternative suppliers for the TWT component?
Answer: This question does not relate to the scope of the effort.
Question: Further understanding of the TWT system may be required on our part. Has the government already considered a multi-stage or hybrid solid state tube preamp section to eliminate the TWTs? if not would that architecture be a project inside or outside the scope of this RFP?
Answer: This is not within the scope of this effort.
Question: Would the government consider accepting a plan that includes a discovery period where the contractor works with the government to further define the technical system requirements to provide a more holistic overall updated technical solution? This approach could potentially offer a total solution cost reduction, weight reduction, and time to market advantages.
Answer: This is not within the scope of this effort.
Question: (Ref: “5.2.4.Security Clearance”) Please expand on the requirements for security clearance, for example: Will a security clearance be required at the start of the project? If a clearance is required for specific items during development, is there a path in place for non-clearance small business 100% US citizen contractors to work with the government on this project and not need a security clearance? If clearance is required will the government provide a path for the supplier to earn a security clearance through this project at the cost of the supplier?
Answer: Security Clearance is not required for the initial NSNs included in this RFP unless requesting the TWT information as stated above. Security Clearance may be required for future NSNs to be competed against the future Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract.
Question: (Ref: “4.11.1. Engineering Data” and “4.11.9. Special Test Equipment”) Engineering data section specifies that the contractor will develop and create the required test tools. Since the power supplies are to be fit form function equivalents, are existing simulations, tools, validation test stands, or loads available? For example, does the government have test equipment available to the contractor to validate and or simulate the performance of the 3927, 5626, and or 3624 HVPS? Will the government provide a sample RF waveform generator for the TWT or simulations of the signals and or documentation on the input waveform characteristics for test validation at the start of the project?
Answer: The Government will not be providing any test equipment or TWTs/RF waveform generators. The contractor will be required to develop its own test capability to confirm compliance with all electrical, mechanical, and environmental specifications.
