Question:
Ref.: RFP, Section L.II.A.1: “Submission of the initial proposal packages via electronic mail will not be accepted. Initial proposal packages shall only be mailed.”
Question: Does this requirement limit the delivery method to “snail mail”, or are express delivery services allowed, such as USPS Express, UPS or Fedex?
Answer:
Delivery is not limited to USPS only other delivery services may be utilized. It must be delivered to the address at the date and time indicated within the RFP.
Question:
Ref.: RFP, Section L.II.A.4: “The page limitation for Volume II, Written Technical Proposal is 30 pages. The page limitations include any cover page, charts, graphs, drawings, diagrams, supporting illustrations, spreadsheets, etc., but excludes any table of contents or list of acronyms (if utilized).”
Question: Will a Proposal Requirements Compliance Matrix (against the Section L requirements) count against the 30-page limitation?

Ref.: RFP, Section L.II.C.2. Subfactor Five: Technical Approach: “Compliance matrix with projected margin and verification method (e.g. analysis, similarity, test, etc.).
Question: The required technical compliance matrix (i.e., a Verification Cross-Reference Matrix (VCRM)) will require several pages. Recommend it is allowed to be an attachment to the technical volume and not counted against the 30-page limitation.

Ref.: RFP, Section L.II.A.3: “Charts, graphs, drawings, diagrams, supporting illustrations, or spreadsheets shall not be greater than 11” x 17.”
Question: Do 11” x 17” foldouts count as one or two pages?
Answer: One page, but only Charts, graphs, drawings, diagrams, supporting illustrations, or spreadsheets are acceptable up to 11X 17.
Question #5 Ref.: RFP, Section L.II.A.3: “Print shall be no smaller than a font size of 12” Question: Can we use a font size of 8 for graphics and tables?
