17 June 19 QUESTION AND ANSWER POSTING Question: Based on our understanding of the ordering procedure, if we are the best value to the Government for NSN 6130-01-269-3624 we will be awarded a contract for this NSN which will prevent us from receiving a contract for either of the two remaining NSNs even though we may also be the best value to the Government for either of those two remaining NSNs. Is this a correct understanding? If so, this Ordering Procedure may preclude us, a previously-qualified supplier of one NSN, from manufacturing that NSN under this IDIQ since we are required to bid on all NSNs and we are instructed not to submit unbalanced pricing (page 55 of SPRWA1-19-R-0007).
Answer: Yes, this is correct. This is a Form, Fit, Function, and Interface (F3I) redesign based on government furnished specifications and subsequent First Article qualification as described in the Statement of Work and the Requirements Descriptions for each NSN- not a build to print effort. Therefore, all contractors will provide First Articles. The Initial Award is to set up a pool of capable vendors. Therefore, the initial award is limited to one award from the initial NSNs (more than one contractor may be awarded the First Article for the same NSN). The awardees of the 3 initial NSNs will be able to compete future NSNs against the Multiple Award Indefinite Delivery Indefinite Quantity Contract.
